I have not dealt with such a use case before, but would be inclined to try a transfer type of image (binary), the LOCSITE subcommand, and a conversion option of either MBSENDEOL or SBSENDEOL with CRLF. What if you build a custom translation table that translates each code point onto itself? You can then use ASCII mode (which should add the CRLF), specifying your 1-to-1 translation table (which should actually not translate anything). Faced with such a problem once, I found it a genuine pain that SITE SBDATACONN *requires* that one code page be ASCII and the other EBCDIC. Otherwise, you could set both code pages to, e.g. 819 and transfer as ASCII.
