Being honest I don't know what SMP/E element types are installed into 
SAXRREXX, but there are a bunch that do support content in something other 
than LRECL=80 form.  For executables (load modules or program objects), 
++PROGRAM.  Any of the Data Element types, such as ++DATA, ++UTIN, ++EXEC, 
etc. all support non-FB-80 content.  The trick when building the PTF is to 
use the GIMDTS service routine to transform the element content into an 
FB-80 image.  SMP/E will then retransform the data back to its original 
form during the APPLY and ACCEPT.

What's wrong with LRECL=80?

A PTF can contain everything, including pictures or SETUP.EXE for Windows.
BTW: It's been some time since PTFs are used to modify non-FB80 datasets 
and Unix files.
