That includes ext3, ext4 and XFS. However, ext2 is not such a one. Journaling FSs should be immune to this kind of error. Besides, folders like /etc are unlikely to undergo much change during normal operation - they are read a lot, but not written to as much. So, this is not exactly a file system software error. The power failure must have messed pretty hard with the data and possibly the disk hardware as well. And as for the kernel panic message, I am not really sure what it means. However, with so many critical folders corrupted, it may not be worth tracking down the error. Reinstall is the best option. And yes, having a UPS is a good option.
