AFAICT, this is not an Android built in app. If you want to check, put
the phone in Airplane mode, and see if that appears in the list of
apps.

Anytime is fine to root the phone. Just make sure that you are
thorough with recovery procedures, in case things go wrong. 

Rooting by itself does not guarantee ability ot uninstall
bloatware. You need to install a custom recovery app (like clockwork
mod), which will in turn allow you to flash ROM from the SD card.

If I am not wrong, you can remove system apps through titanium backup
once you have root(and installed busybox).
