those characters - ksha, tra, jnya etc are not on the XKB keyboard.
for the plain reason that  they are conjuncts formed by sequence of

type them as sequences   KA halant SSA,  TA halant RA  , JA halant
NYA.

Ya its using Raghu, try with Gargi

seems there is problem with conjuncts, will have to see what toolkit
tuxpaint is using.  gtk2.x  qt 3.2.x or above work well with Hindi.
if its not using them then some library like m17n

http://www.linpus.com.tw/ - they dont have a stripped down CLI distro
product (except for embedded stuff!)
 This is probably some custom stuff they did on Acer demand, with
Acer specifically demanding a stripped down thing -  not give a full
desktop.
 As a company Acer could well have a full installed  configured
Linux desktop on the laptops, Linpus etc would do them a good job at
getting things preconfigured. But Acer didnt want that whatever their
commercial or persuasive reasons.

I have always been the unofficial photographer at LUG meets
(Mumbai,Pune LUGs  now Delhi if I happen to attend). have put photos

take it down after that.

by default desktop in FC2/RH is gnome, maybe u are using that. 
switch desktop to KDE , then you will get whole of KDE in Hindi, some
menu entries from other apps (non gnome/kde) may still appear in
english.
for gnome to be in Hindi you could login with language option Hindi
from GDM.

  I arrived in delhi today. For a whoami , I am Karunakar ,
coordinating IndLinux project (http://www.indlinux.org). Will be based
in Delhi for few months working from Sarai.
 So now i am officially ilugd member ;-)
