[ilugd] [Promotional] Social Media for FOSS Event
Today whenever we arrange any seminar or workshop on FOSS the first question which strikes our mind is about the crowd. How many are going to come ?? Arranging this workshop is worth?? The reason is that eventhough today FOSS Community is not reachable to most of the commons, the people who are already in this community only they get the news regarding the events,meetups and most of them are not interested to share that. FOSS events are the first step to enter these communities, looking and listening hackers live creates an enthusiasm and people become FOSS lovers like you and me. Could you imagine for FOSS community only on IRC's and mailing groups without any FOSS event?? To increase our reach we need a common Social Media. So, from this september month iftytech labs introduced a non-profit section that is a social media for the FOSS Events(http://iftytech.com/node/6). The idea behind this is to promote open as well closed events through social media so tht people in remote location can reach the event online or offline. Dear All, The political support for Free and Open Source Software (FOSS) continues to increase. The CPI(M) manifesto released on the 16th of March calls for the promotion of FOSS. The manifesto can be accessed at http://www.cpim.org/manifesto.pdf Following are some of the highlights of the policy - - Promoting FOSS and other such new technologies, which are free from monopoly ownership through copyrights or patents; - Revamping the functioning of the Patent offices to ensure strict adherence to the Indian Patent Act; Stop training and orientation of Indian Patent office personnel by the US and European Patent offices These above measures are critical to support the public education system, local economy and the knowledge commons and counter neo-liberal pressures that aim to privatize the public information/knowledge domain. The CPI(M) has been a traditional supporter of free software, the comprehensive IT programs in Kerala, including in the public school system (http://itschool.gov.in/otherprograms.php#6) is based on FOSS. With key parties from both the left and the right end of the political spectrum endorsing FOSS, the Congress is left as the only major national party which is yet to formally take a position on FOSS. One hopes that the Congress too will soon extend its support for free software when it releases its own manifesto next week, and explicitly acknowledge the significant political, socio-cultural and economic advantages of FOSS over proprietary software platforms (see http://public-software.in/FOSS-manifesto for a call from the Network of the FOSS Community in India to the political parties, to recognise the advantages of FOSS in their election manifestos). Hi All, Some of you may have seen (in other LUGs or elsewhere) a draft FOSS manifesto which has been circulated.With elections approaching in April 2009, it was time to create a FOSS manifesto for Indian political parties. This manifesto calls upon political parties to support FOSS in India through certain suggested policy measures/actions. The FOSS manifesto has been put up as a petition - http://www.public-software.in/FOSS-manifesto The idea is to collect as many signatures as possible and then submit the petition along with the list of signatories to various political parties. Dear All, Many of us have been advocating for several years the adoption of FOSS applications and platforms and FOSS related advocacy has been gathering momentum. Last year, we had an advocacy processes relating to software patents and the OOXML debate, we had RMS and Eben Moglen visiting various places in India sharing their views on FOSS. Yet, we do have a long way to go before FOSS is widely used in India. Bringing different groups of actors (who believe in the principles of Free Software), including academic institutions, NGOs and CBOs, research and advocacy groups, professional associations, FOSS enterprises providing services in different areas as development, training, support and maintenance, we believe will help in supporting and cohering a positive discourse in favour of FOSS. Some of us have been thinking that a loose national coalition of such individuals/ organizations and associations should be formed that will work towards the widespread adoption and promotion of FOSS. Such a network of organizations working along a broad consensus on promoting FOSS will provide stronger and more effective responses to events relating to FOSS as well as initiate proactive actions than perhaps individuals or institutions acting in isolation. We are writing to you all, to suggest a meeting to discuss this idea of the coalition and thereafter also items for immediate action. We would request you to join for a half-day meeting, on Sunday, the 22nd of February to discuss the same. Time : 3pm - 6pm Venue : CIS office, Cunningham road, Bangalore, landmark – same building as Wockhardt hospital Map : http://tinyurl.com/apltcb Present below is the proposed agenda for the meeting - a. Formation of a national coalition of organisations advocating for FOSS. The goals, scope, priorities, approaches, structures, issues / risks, alternatives, resources for such a coalition etc, name of the coalition will be discussed. Some proposed activities which can be discussed - b. Working with government departments and public sector units advocating them to adopt and promote FOSS When we individually speak to any of our contacts/departments in the government the impact may not be significant. However, if we send collective representations to departments such as the e-Governance, IT, Education, RDPR departments, and seek meetings to explain the issue and the advantages of FOSS, it would gradually help them to look at the issue in depth. c. FOSS initiatives in the country, including the Gujarat ICT in schools program Many state governments across India are in different stages of adoptiong FOSS (many on the extreme of not using FOSS!) and we can share our understanding and views on the current situation. The Gujarat government for instance is implementing a 500 crore ICT in school education program. They are inclined to go towards FOSS, however the final decision has not been taken yet. We need to look at ways so that they consider FOSS seriously. There are also plans for a FOSS workshop in Delhi, where different groups, including political parties and government officials could be invited and disuss the advantages of adopting and promoting FOSS. d. FOSS initiatives in Karnataka There are some initiatives in Karnataka for which we can work together to help in the adoption of FOSS. We have an informal request for a proposal for a pilot project to train government staff and vendor staff in Bangalore on GNU/Linux platform that has been chosen for the ICT in schools program. We also need to work on the issue of using Nudi on FOSS. A big impediment currently to getting the government to use FOSS is be that 'Nudi' works only on MS Windows and does not work on FOSS distributions. Lastly we should explore what could be done to help VTU adopt FOSS and prefer it over proprietary technologies. Engineering colleges adopting FOSS will make a huge impact on the creation of the FOSS ecosystem in the state. We can also discuss other means and methods which we can collectively work on to promote FOSS. [ilugd] Defending the threat to the public-ness and the egalitarian nature of the Internet
Hi All, Apologies for cross-posting. Most of us tend to take the commons and the public nature of the Internet for granted. However, increasing corporatisation and control of the Internet are strongly threatening these fundamental characteristics of the Internet as we know it. Therefore, six civil society organisations in India have proposed an open letter to the UN Internet Governance Forum which meets for its third annual meeting between 3rd and 6th December in Hyderabad. The letter exhorts urgent global action to ensure that the public-ness and the egalitarian nature of the Internet are preserved as its essential features. The possibilities of democracy, equity and social justice in our societies will be significantly impacted by the extent to which we can achieve this objective. The proposed letter is pasted below. The basic characteristics of the Internet determine the contours of the emerging social order in many important ways. The Internet was conceived as, and still largely is, an extensive communication system which is democratizing, and has little respect for established social hierarchies. Interactions and associations built over this new ‘techno-social’ system have, therefore, held the promise of a more egalitarian society. The era of innocence of the Internet however appears to be fast approaching its end. Today, the Internet of the future – the very near future – is being shaped insidiously by dominant forces to further their interests. Unfortunately, global policy forums have largely failed to articulate, much less act on, crucial Internet policy issues, which concern the democratic possibilities for our societies. *The IGF needs to act now!* As the Internet Governance Forum convenes for its third annual meeting, between 3rd and 6th December, 2008, in Hyderabad, India, it must take immediate steps to anchor and discuss important global public interest and policy issues involved in Internet governance. If it does not act now, it may get seen as a space that only provides an illusion of a public policy dialogue, and, consequently, as being co-opted in furthering the agenda of dominant forces that are shaping the Internet as per their narrow interests. *We therefore strongly urge the IGF to directly address the following key global public interest and policy issues: 1. Increasing corporatisation of the Internet 2. Increasing proprietisation of standards and code that go into building the Internet 3. [ilugd] Microsoft Vs Open source on NREGA ICT infrastructure
On the NREGA ICT infrastructure page - http://nrega.nic.in/ictinfrastructure.htm I found this -- http://nrega.nic.in/ict/ict3.asp check the columns titled - No. of Applications Running and it shows number of 'applications' running on Microsoft platforms and those running on 'open source' platforms. Not too sure what this means. Why would for e.g some state have 450 s/w applications ??and why would they be all different? Does anybody know what exactly this means? I'm guessing they mean number of machines running on MS or open source. Whatever it is, the fact that open source has a count of 0 in most states is something worth looking into. Hi All, The government has released a draft version of a Policy on Open standards for e-Governance. It is presently open for Public review. I had earlier shared information about a new FLOSS project that we had started working on - FLOSSInclude (http://www.flossinclude.org/) I am writing to you again to give you details about the planned activities in this project and to seek your support for the same.The FLOSSInclude project is an international research project in FLOSS and open standards which aims to study the requirements of increasing the deployment, development and societal impact of FLOSS in Africa, Asia and Latin America. ITforChange (http://www.itforchange.net/) and Sarai, India (http://www.sarai.net/) are the two organizations in India, which will be a part of this project. As part of this project IT for Change seeks to focus on FLOSS and the public sector, and will study the role of public sector agencies in procuring, organizing and stimulating production of FOSS, including using FLOSS for public administration, and sharing of FLOSS applications among public sector bodies. We specifically aim to understand; (1) the context of, and requirements for, a wide scale deployment and use of FLOSS within the public sector agencies in India, (2) the issues and challenges involved in building an ecology for the development of such FLOSS and applications that have the most development and governmental uses, and, (3)the issues and challenges in fostering sharing software in the public sector. Understanding such techno-social as well as social factors would be useful to understand,conceptualize and design programs that would further the use of FLOSS in these sectors. Our activities in the initial phase of this project will include - 1. Collection and analysis of data on government policies on FOSS and open standards, and on FOSS implementation in Indian public sector 2. A study on the issues of perceptions regarding software choices within the public sector 3. Undertaking a techno-social analysis of success and/or failure of FOSS implementations in the public sector As we launch the first phase, we request your support for gathering information in the above mentioned area. Hello all, Greetings from IT for Change! ITfC (IT for Change) is a non-profit organisation located in India. ITfC envisions a society capable of, and comfortable with, innovative and effective use of information and communication technologies (ICT) as a tool, to further goals of social change.We undertake research, advocacy and field-action projects in the area of ICTs for development. Wanted to share information on a new on FLOSS, which is being coordinated by the European Union. This project will look at increasing FLOSS uptake in various countries, including India. This project called FLOSS Include, will be carried out by a project team of research institutes, government agencies, private companies and non-governmental organizations in 9 countries - Argentina, Cambodia, China, Ghana, India, South Africa, Spain and the UK. The consortium is led by UNU-MERIT, a joint research and training centre of United Nations University and Maastricht University in the Netherlands and includes among other organizations, Canonical Ltd the sponsors for Ubuntu. In India, the FLOSS Include project will carry out an in-depth analysis of the technical, business and socio-political needs for the growth of FLOSS use, deployment and development in the target regions. In the larger effort, partners will implement FLOSS solutions, tools and services to ensure they are cost-effective and practical for each environment. The FLOSS Include aims to ensure a lasting impact beyond the project duration. A project fact sheet is available at http://flossinclude.eu ITforChange (http://www.itforchange.net/) and Sarai, India (http://www.sarai.net/) are the two organizations in India, which will be a part of this project. As part of FLOSS Include, ITfC will focus on FLOSS and the public sector and will study the role of public sector agencies in producing, organizing and stimulating production of FLOSS, including using FLOSS for public administration, and sharing of FLOSS applications among public sector bodies. Much of social processes, like public delivery of health, education and livelihood support services have a central role for public authorities and hence public systems have a crucial role in pushing FLOSS. Currently commercial, proprietary software is often preferred and the project would study the contexts for FLOSS being used in a larger way for Public administration. We will also study government polices for FLOSS an area where which tends to often have a pro-industry / commercial software orientation and not much support or enthusiasm for FLOSS. In addition, since the issues of standards have a strong connection to the role of public sector - both as a major bulk user of software and being able to set default standards through using them in public application , and through direct policy interventions the study will have a strong focus on the interoperability and open standards aspects in our research. The project activities have been kick-started now and the project is currently in progress.
