AFAICS, sysvinit[1] is not packaged for latest version, so either you've to
re-package it for newer version yourself or get it from Debian which has
recently introduced parallel booting[2], or ask in #ubuntu for some switch or
some reconfiguration to reduce the impact of upstart, or try packaging
systemd[3] and playing with it.
