[release] pkgdb2: 1.28

Good morning everyone,

I just cut a new pkgdb2 release: 1.28

Here is its changelog:
* Wed Sep 02 2015 Pierre-Yves Chibon  - 1.28-1
- Update to 1.28
- Add koschei integration

As you can see small changelog but nice feature added :)

This is currently running in stg:
https://admin.stg.fedoraproject.org/pkgdb/package/python-pymilter/

Koschei-side feature is deployed to staging too and is testable. Koschei
listens to pkgdb's fedmsg, so it should see changes to tracking flag
immediately. It is no longer possible to add packages through Koschei's
web UI - this must be done through pkgdb now.
