 Regarding the template modification, my question is -- what changes from
 the practical perspective ? I mean, where can I observe any change when
 using Inkscape ?

The only visible string it brings is the default layer name which you
can observe in the bottom-left part of the interface.
Overall this is a regular .svg file and it's the one that is used by
default when you open a new document. So if you draw a red circle in
it, every document will start with a red circle - of course, you're
not supposed to do that.
It's subject to localization because some language/country may use
e.g. different units by default (think metric/imperial) or any other
aspect of the default document may need to be adjusted. It's
completely fine if you change only the layer name and stick with the
defaults.

Just short note: in an older Inkscape .po file (unknown build) this
string is accompanied by this comment:

#. TRANSLATORS: default.svg is localizable - this is the name of the
default document
#. template. This way you can localize the default pagesize, translate
the name of
#. the default layer, etc. If you wish to localize this file, please
create a
#. localized share/templates/default.xx.svg file, where xx is your
language code
#. : ../src/file.cpp:136

Any idea why it was removed ?
