[IRCA] 738-Tahiti Audio at 0502... the Fake "TA"

Hello All,
 
All the reports of TA activity in the east and midwest made me scramble for 
 my ICF-2010 spotting receiver, in hopes of hearing the new season's first 
TA  audio (six of them were heard here last season). Scanning the band 
eagerly, I  noticed that the usual suspects on 675, 693, 756 and 1377 had 
ghostlike  heterodynes at best, but there was a booming carrier on 738 kHz. 
Turning 
the  ICF-2010 toward the Asiatic TP direction nulled out the heterodyne, 
convincing  me that something was coming in from Europe  :-)
 
Setting up the 9' PVC box loop and modified C.Crane SWP Ultralight in  the 
back yard, the monster loop was quickly turned to the NE / SW direction (for 
 Europe), and immediately brought in a nice audio signal on 738 kHz! After  
recording a few minutes of apparent French, I checked the band again for 
more  "TA's," finding nothing. Thinking over this bizarre situation, I 
suddenly  remembered that the French voices I heard on 738 were the same ones 
that 
were  heard before in the RFO broadcasts from Tahiti last summer. Then it  
became clear that this "TA" was actually Tahiti fading in on its sunset  peak 
(at the same time that Europe would fade in on its sunrise peak), using a  
European language at the same (reciprocal) loop bearing as Europe on the 9'  
loop! It's nice to hear Tahiti in this DU-dead zone (for only the second 
time  ever), but it wasn't exactly the desired result :-)  I hope that this  
comical situation will prove as humorous to others as it is to me.

France 1557 was huge a few minutes ago, huge hets and close to audio on 1566 
and 1602, 693 BBC listenable, 1359 sounded French but not sure... many 
others.


Omn the new 500' s.e. BOG I installed today. East in good even on the south 
wire (1490 Red Sox network, 1340 Philly, I wonder if my 540 CBC English was 
Nfld as opposed to SA...(no sign of 690 or 940 at that time, not 990 
Manitoba).

DXed this morning off of higohway 56 about 15 miles South of Seaside, OR.
Location was a road turnoff.  Nice pillars to place the eton e100 and Space 
Magnet
on.  Started Dxing around 1338 utc and ended around 1415 utc. Weather was great,
just had jeans and a short sleeve shirt.

previous nights with a few stations appearing hear and there,  
briefly.  We then switched over to the Pacific, hearing a huge  
signal, but low modulation on Radio Marshalls on 1098.  Tonga was  
there a bit on 1017, while Tahiti on 738 was very anemic.  Kiribati  
was pretty good on 846.  What really shone was the large number of  
Australians present, which mostly were absent from the home QTH.   
We'll have plenty of Perseus files to share (the DC only arrangement  
worked perfectly with a 12v battery in series with a 6 v to power  
the computer, and a 6v to 5v converter to power the Perseus itself.   
Worked flawlessly.  The Asians were very strong as well right up to  
15:30 when I took in the 3 BOGs, barely able to make headway into  
the wind and rain (fairly warm though at 10 deg C).  The take  
totalled 134 GB for the nightmuch to play with in the upcoming

few stations like 657-Pyongyang and 738-Taiwan having
their  best signals of
the season so far. 729-China (presumed Jiangxi, according to
a  tip from
Chuck last year) made a rare appearance with good  signals

CHMJ-730 (a daytimer here), and 666-Radio Mayak  was back
holding down the
frequency over a weak JOBK. That was the general trend
this morning here, with all
the low-band Asians except the Japanese getting  a
significant signal boost.

 738-BEL2 in Taiwan is now having very
serious  transmitter issues,
with the worst buzzing hum ever heard from a TP  (including
the North Koreans).
What was previously a ragged carrier now sounds  like an
overmodulated
North Korean with a built-in Korean  Jammer , as in this
recording at 1338 this

I used to live there and they were WSUB as you may remember being that you are 
a Nutmegger. I wonder if they are going to repaint the blue submarine sign for 
the station on the side of I-95 or just take it down. It was kind of an icon 
while I worked there and lived just seconds across the border in Westerly, RI.

[IRCA] MW propagation for 24Sept2010 from Masset

Interesting times up here in Haida Gwaii, Gary.  A huge windstorm with well 
over 100 kph winds greeted us last night.  Vlad and I drove out to Rose Spit on 
the north east tip of Haida Gwaii, 24 km from the nearest power lines and DX'd 
from 03:15 UTC to about 15:30 UTC.  The truck continually shook as we 
monitored.  Rather eerie!  The purpose was to compare results with the 
cottage.  Results suggested poorer TA conditions at the Spit, but this may be 
due to inferior antennae there vs at home.  We put out 3 Beverages (BOGs) aimed 
to Europe, Asia, and New Zealand/Australia.  No terminations, so they suffered 
from a lot of domestic splatter compared to the ALA 100, QDFA and Wellbrook 
Array that I have at the cottage. The BOGs were about 275 meters in length.  
Europe was the poorest of the 3 previous nights with a few stations appearing 
hear and there, briefly.  We then switched over to the Pacific, hearing a huge 
signal, but low modulation on Radio Marshalls on 1098.  Tonga was there a bit 
on 1017, while Tahiti on 738 was very anemic.  Kiribati was pretty good on 
846.  What really shone was the large number of Australians present, which 
mostly were absent from the home QTH.  We'll have plenty of Perseus files to 
share (the DC only arrangement worked perfectly with a 12v battery in series 
with a 6 v to power the computer, and a 6v to 5v converter to power the Perseus 
itself.  Worked flawlessly.  The Asians were very strong as well right up to 
15:30 when I took in the 3 BOGs, barely able to make headway into the wind and 
rain (fairly warm though at 10 deg C).  The take totalled 134 GB for the 
nightmuch to play with in the upcoming months.  Best to everyone!

Radio Disney never made money on its own. From day one in 1996, it was a
promotional tool for the larger Disney empire...and back then, a network
of AM stations in small and medium markets was a pretty good (and fairly
cheap) way to get visibility for it.

But the one-two punch of new distribution channels (satellite radio,
streaming audio) and the decline of AM has made it less crucial for Disney
to be on the AM airwaves...which is why we're seeing these stations start
to get sold off. The first round was back in January, when they spun off
Albuquerque, Norfolk, Greensboro, Tulsa and Fort Myers. I suspect next
week's round won't be the last...but I also don't think they're going to
be too hasty about shutting down big-market outlets like 1560 in NYC or
1110 in LA.

[IRCA] Puyallup, WA Ultralight TP's for 9-24

 It was an excellent low-band morning here for  Asiatic TP's, with a 
few stations like 657-Pyongyang and 738-Taiwan having their  best signals of 
the season so far. 729-China (presumed Jiangxi, according to a  tip from 
Chuck last year) made a rare appearance with good  signals very close to 
CHMJ-730 (a daytimer here), and 666-Radio Mayak  was back holding down the 
frequency over a weak JOBK. That was the general trend  this morning here, with 
all 
the low-band Asians except the Japanese getting  a significant signal boost.
 
 738-BEL2 in Taiwan is now having very serious  transmitter issues, 
with the worst buzzing hum ever heard from a TP  (including the North Koreans). 
What was previously a ragged carrier now sounds  like an overmodulated 
North Korean with a built-in Korean  Jammer , as in this recording at 1338 this

kHz when the

 the Cavell-Mertz website, and it doesn't give the option to have a 
by-frequency read-out, but for my purposes, it gives me the easiest look-up on 
FCC data, AM, FM or TV.

[IRCA] Hams on Medium Wave

 The Federal Communications Commission and the National Telecommunications 
and Information Administration (NTIA)
 -- the spectrum regulators for United States private sector and 
government users, respectively -- have agreed to support a secondary MF 
allocation to the Amateur Radio Service at 461-469 kHz and 471-478 kHz 
at the 2012 World Radiocommunication Conference (WRC-12),
 to be held in Geneva, Switzerland from January 23-February 17, 2012. 
FCC and NTIA officials formally presented the proposal at a meeting of 
the Second Permanent Consultative Committee (PCC.II) of the 
Inter-American Telecommunication Commission (CITEL), held August 30-September 3 
in Fortaleza, Brazil.

 According to ARRL Chief Technology Officer Brennan Price, N4QX, the 
proposal reconciles two widely divergent proposals for WRC-12 Agenda 
Item 1.23, adopted by consensus of the private sector and government 
users. Agenda Item 1.23 calls on WRC-12 “to consider an allocation of 
about 15 kHz in parts of the band 415-526.5 kHz to the amateur service 
on a secondary basis, taking into account the need to protect existing 
services.” The FCC’s WRC-12 Advisory Committee (WAC)
 had adopted a proposal for a secondary amateur allocation at 495-510 
kHz, but the NTIA, acting on the advice of government maritime 
interests, initially supported no change from the status quo.
“I am pleased that the United States is taking an affirmative 
position on Agenda Item 1.23,” Price said “While the proposed frequency 
bands differ from both what the ARRL proposed and the private sector 
supported by consensus during WAC deliberations, it is gratifying that 
government interests have backed off a no change position.”

 Some maritime interests, both domestically and internationally, have 
expressed opposition to any amateur allocation in the range 415-526.5 
kHz, citing existing narrowband direct printing applications at 490 and 
518 kHz, as well as future plans for the band that have yet to be fully 
characterized, Price explained. To the extent future maritime uses of 
the band have been discussed, the focus has been on the 495-505 kHz 
segment. Despite the lack of plans for the remainder of the range under 
consideration, the International Maritime Organization (IMO)
 has adopted a draft position of “no change” and has communicated this 
position to the ITU. IARU President Tim Ellam, VE6SH, has met with IMO 
officials in efforts to soften this position.

 “The road to a favorable outcome for Agenda Item 1.23 at WRC-12 
remains treacherous,” Price said. “The IMO is a respected organization, 
and their opinion carries weight. It’s up to us to continue to make the 
case that a secondary allocation can be made while protecting existing 
services, both to the IMO and to the ITU Member States who will make the
 decisions at WRC-12.”
Technical Relations Specialist Jon Siverling, WB3ERA, represented the
 ARRL on the United States delegation to the CITEL PCC.II meeting. From 
that meeting, he notes other matters of concern to the Amateur Radio 
Service:

Regarding Agenda Item 1.14, considering an allocation to the 
radiolocation service between 30-300 MHz, the United States proposed 
that no change be made in ITU Region 2 and suggested that changes in 
other regions should be addressed by country-by-country footnotes to the
 ITU Radio Regulations. Proponents appear to be focusing on 154-156 
MHz.Regarding Agenda Item 1.19, considering regulatory provisions 
for software defined radio (SDR) and cognitive radio systems (CRS), 
sufficient support for a United States proposal of “no change” was 
garnered to have the proposal deemed a region-wide Inter-American 
proposal. The status quo reduces the risk of provisions in the Radio Regulations
 that could curtail experimentation in SDR and CRS by the Amateur 
Service and reduce the portability of equipment across international 
boundaries.

I hope that you, Phil, Dennis and the others will have a great time at the  
convention.
 
Unfortunately, Ruth is still on the emergency trip back to Hong  Kong 
related to her father's passing, so it seems that I will  need to stay in 
Puyallup with Danny this weekend. As you know, I had really  hoped to attend 
the 
convention to meet all of the IRCA DXers, and  enjoy the activities that you 
have arranged. Thank you again for all your  hard work to prepare for the 
convention, and I hope that you all will have a  very enjoyable time together.
