I hear an ID as radio Jeunesse at about :22 of the clip. It's definitely 
French, accent sounds somewhat Quebecois, and the music matches what the 
station typically airs.

 As a Canadian, I'm embarassed to admit that my French fluency is 
 non-existant as I elected to take Spanish in high school, thinking that it

Saul...thank you very much for the ident.

I think it's pretty much the only French language station on 1670 but I was 
surprised to catch it at 1kW with the sky not yet completely dark. Thanks

[IRCA] Alberta TPs for 1 December 2014

  December began with a morning better than most I had in November, 
as some signs of TP life were noted.   1575 VOA and 1566 Korea both had 
fair audio after 1405 or so, and traces of audio were noted on 1557 
(presumably Taiwan) and 1422 around 1435 UTC.A decent number of 
carriers too, especially above about 1250 khz.  1296 was interesting as 
two carriers were noted, not too far from audio, one on channel, and the 
other about 30 Hz high.

not so reasonable audio, occasional words or phrases in splash or 
noise could be understood by a native speaker:

Burbles in the splatter and noise (if lucky, language might be 
guessed at by cadence of talk, or parallel established by changes in 
talk or music)

Strongish het, no or near imaginary audio (either undermodulated or 
ravaged by splatter)
