The first was KXBT-1640 in Vallejo.  Testing was first suspected on March 3, 
1996 (20 years ago today!), the first test ID was March 9 and regular sked 
began on March 19.  They held a CP for 1620, but operated on this frequency 
instead.  

The second was KGXL in Costa Mesa.  Testing was first suspected on October 29, 
1997, the first test ID was November 21 and regular sked began on December 29.

I can't recall who the 2nd one was, but I can say for sure that the first was 
KXBT-1640/1630 in Vallejo, which came on in (I THINK) Feb or March of 1996.  
Format at the time was black oldies from the 60s and 70s, and the slogan was 
something like "Solid Gold Soul 1640", or somesuch.  KXBT was the 2nd overall 
station to appear on the X-band after WJDM-1660 in New Jersey, which debuted in 
Dec 1995.  I have not heard either station since about 1997.
