L-A-Z-Y BOY - It's All in Your Mind!by Muhammad Alshareef 

During the time of the Prophet Muhammad (sal Allaahu ‘alayhi wa sallam ), an incident happened in which a man slept the entire night and he missed the Fajr prayer. Despite the fact that this is a very common occurrence in our present day, at that time such things rarely happened.
He missed Fajr, and so they came and spoke to the Prophet (sal Allaahu ‘alayhi wa sallam ) about this…
‘Abdullaah ibn Mas’ood, (radiyAllaahu ‘anhu) narrates: A man came and said to the Prophet (sal Allaahu ‘alayhi wa sallam ), “Oh Messenger of Allaah, verily a person slept last night until the morning, until the dawn came and he missed Fajr.” The Prophet (sal Allaahu ‘alayhi wa sallam ) replied “This is a person whom the devil has urinated in his ears.” 
Dear Brothers and Sisters, try going to any books of hadeeth. In each and every one you will find a chapter entitled, ‘Baab al-Isti’aadhah Minal Kasl.’ Translated, this chapter is called ‘Chapter of Seeking Allaah’s Protection from Laziness.’ 
Kasl or laziness, also known as ‘procrastination’ is a disease. University Students know what procrastination can do to their studies. It is a disease that afflicts the minds. After the mind, it then afflicts the heart. Finally, through the heart, the body is afflicted. 
Today, you will learn that laziness is a technique used by Satan, and today you will learn the techniques you can use to combat it.
The Prophet (sal Allaahu ‘alayhi wa sallam ) frequently made the following supplication: “Oh Allaah, I seek your protection from, ‘alajz’ – which means the inability to do something.” And when someone says, “I can’t do that,” the Prophet (sal Allaahu ‘alayhi wa sallam ) would seek protection from such negative speech by adding: “and I seek your protection (Oh Allaah) from ‘alkasl’- which is translated as laziness.”
At its core, this society is built on laziness. Consider that it is a society based on the idea that we have to rest on Sundays. “Why do you have to rest on Sundays?” some may ask. And society (may Allaah protect us from this) would answer that even Allaah got lazy on Sunday. He did His work all week long, He built the heavens and the earth, and then on Sunday He got tired and rested. So, may Allaah protect us, contemporary culture has us resting and watching football games on Sundays.
Allaah (subhaanahu wa ta’aala) testifies to the lunacy of such an idea, implicitly stating, “That there is no drowsiness and no sleep that comes to Him.” (2/255)
In addition, we live in a society that lives for “fast and easy”. You have the fast food joints, even the microwave meals that take 5 minutes are considered tedious because you have to take it out after a couple of minutes and stir it before it is finished cooking. Ever hear the promises to have the perfect body in ten minutes for only three days a week? Examples abound. And in its quest for fast and easy, society does not realize that the root of its problems, indeed, the root of all major sins, lies in laziness.
Why would a person take alcohol and drugs? They are too lazy to change their situation. Instead of actively striving for change, they take a drug to immediately change it. Why do people practice black magic, a phenomenon that is, unfortunately, prevalent in many of our parent’s societies? They do it because they are too lazy to go out and get married, or they’re too lazy to influence people in ways that will accomplish their various goals. Why do people partake in ‘Riba’ (mortgages) and deal with financial interest? They are too lazy to get a proper job and work to pay for something honestly. Why do people gamble? They addictively buy lottery tickets at ridiculous odds of winning in the hopes that their one dollar will instantly earn millions. Laziness is again the culprit. What about that job? Why do people backbite? People backbite because they are too lazy to go and tell
 the person the truth…And these, dear brothers and sisters, are all major sins.
Thus, like a poison, laziness corrupts all good things. 
There are beautiful and amazing things that you want to do for yourself, or do for Allaah (subhaahanu wa ta’aala). Your intention is good, but if you don’t have the energy, or you suffer from the laziness plight, your desires will go nowhere, they will bear no fruit. 
The causes of the disease called laziness are rooted in the heart.
Firstly, a lazy person doesn’t know and doesn’t understand his or her need to accumulate good deeds. We understand the need to accumulate money, but we may not understand why or how to accumulate good deeds. Very few people understand that this life is about collecting deeds and preparing for the journey of the hereafter.
Allaah (subhaanahu wa ta’aala) advises, “to prepare your provisions (that pack your suitcases) for the best provision, the best thing to pack your suitcases with is the Taqwa (or Fear/Piety) of Allaah (subhaanahu wa ta’aala). (2/197) And this is the commandment of

JERUSALEM - Israel’s Cabinet on Sunday gave final approval to a Jerusalem separation barrier meant to stop suicide bombers, over strident Palestinian objections and U.S. misgivings because it will isolate thousands of Palestinians
Prime Minister last week ordered construction of the Jerusalem segment of the barrier to be accelerated, and government ministries have until Sept. 1 to complete their preparations. The route of the barrier around Jerusalem is particularly contentious.
It reshapes the boundaries of the disputed city — claimed by Israelis and the Palestinians as a capital — and dramatically changes its demographics. The barrier leaves four Arab neighborhoods of Jerusalem, with some 55,000 residents, on the West Bank side, while including the largest Jewish West Bank settlement, Maaleh Adumim with close to 30,000 people, on the Jerusalem side.
The fate of Jerusalem was to have been determined in talks on a final peace deal. The Palestinians say the barrier pre-empts the outcome of negotiations, and separates east Jerusalem — the sector they claim for a capital — from its West Bank hinterland.
Israel has portrayed the barrier as a temporary security measure, to keep out Palestinian bombers and gunmen. The United States says Israel has the right to defend itself, but should minimize hardship to Palestinians in drawing the barrier route.

The Jews are occupying Islam’s 3rd holiest site. What does the West (America, Britain etc) want the Muslims to do. Roll over  die. The west is responsible for Israel acting with impunity towards the Palestinians.

The Right To Life"Whosoever kills a human being without (any reason like) man slaughter, or corruption on earth, it is as though he had killed all mankind"

No human being has any right by himself to take human life in retaliation or for causing mischief on this earth. Therefore it is incumbent on every human being that under no circumstances should he be guilty of taking a human life. If anyone has murdered a human being, it is as if he has slain the entire human race. 
The Prophet, may God's blessings be on him, has declared murder as the greatest sin only next to polytheism. The Tradition of the Prophet reads: "The greatest sins are to associate something with God and to kill human beings." 
In the Quran and the Traditions of the Prophet the word 'soul' (nafs) has been used in general terms without any distinction or particularization. Therefore the injunction to not kill does not refer only to the persons belonging to one's nation, the citizens of one's country, the people of a particular race or religion. The injunction applies to all human beings and the destruction of human life in itself has been prohibited.

Walaikum asalaam

If you see that you are saving $10 out of every week's paycheck are
you commiting taghut or shirk to say inshallah, at the end of the
year I will have enough to go on Hajj...?

No... it is just math.

Wealth or weather, the same principle applies: we apply our knowlege
as best we can and then leave it to Allah.

No Reparations for 400

Are you aware of the latest in the reparations fight? I was reading about 
it on the Reparations National Conference discussion board (yahoo group), and 
the injustice of it made my blood boil. The reparations law suit was thrown out 
of court by U.S. District Judge Charles R. Norgle on July 6.The descendents 
of those whose forced labor built this country were told by Judge Norgle: 
1) that they didn't file in time (as if filing earlier was possible in the 
climate of Jim Crow, lynchings, and the like),2) that they can't prove they 
were harmed personally by the legacy of slavery; 3) that whoever enslaved, 
raped, tortured, murdered their ancestors is dead and gone and present-day 
whites are inculpable of thoseatrocities, and 5) that awarding reparations 
will make Black people think of themselves as victims.What if one 
applied the same standard to the Jews (oops, does applying the same standard 
make me anti-semitic?) The conclusion would be the following: 1) Most Nazis are 
dead, so Germany should stop paying reparations to Israel; 2) Most Jews who 
claim they should get reparationscan't prove individual harm to their 
persons (eg, how would they be around had they endured the putative ovens 
personally?), so they shouldn't be entitled to reparations; 3) Most members of 
the Third Reich are dead or ontheir way out, and none hold responsible 
positions in today's Germany; their descendents had nothing to do with their 
actions and so should not be held responsible; 4) To pay reparations to Israel 
or to individual members of the Tribe will confer on Jews victim status. So, 
according tothe standard set by the Judge Norgle, reparations to Israel and 
the Jews should cease

Every now and then I get questions about life insurance. Is life insurance is permissible from the Islamic point of view — this is most of the readers want to know. The attraction to take a life policy, says some of the readers, seems too strong when one considers the need for safety in life. My answer to all such questions is:
Insurance has become an essential part of business throughout the world. Because there are too many risks that could affect people’s lives and welfare, insurance tries to alleviate the adverse effects of such risks. Insurance has become a highly sophisticated business, with large companies offering cover against a wide range of risks. People take out insurance policies to protect their homes, furniture, vehicles, and jobs, and they also take out health and life insurance. 
In its modern form, insurance was introduced in Muslim countries when many of them were occupied by Western powers, or when they came under Western influence. In some cases, its introduction was delayed in a country until its international business flourished. Like every thing that came with a “colonial” or Western color, insurance was first viewed by Muslim scholars with grave suspicion. A verdict of disapproval was common to most things thought to be introduced by non-Muslims.
Yet insurance is not new, and it was not invented by the Western civilization. The idea of collaboration to reduce the effects of disaster that might hit one or more in a community is as old as human society. In many Muslim cities, business people collaborated, establishing funds to look after anyone of them who might suffer a huge trade loss, as could happen when a cargo ship sank during a storm. While these early efforts catered for a specific risk, the idea behind them is the same as that behind insurance.
In the last few decades, a number of eminent scholars discussed insurance at length, arriving at divergent views. One of the best theses written on the subject was published in a book in Arabic by the late Prof. Mustafa Al-Zarqa, who ranked high among the top scholars of the twentieth century. His work is very scholarly, as it shows thorough understanding of the insurance system and how it works. He arrives at a verdict of permissibility of all types of insurance, including life insurance. He points out that insurance inevitably involves an element of gharar, which in Islamic terminology means the sale of an “undefined” or unspecified product. However, he explains that it is rather marginal, and as such it is overlooked, as in other types of transactions involving marginal gharar.
There are two main types of life insurance: Term policy and endowment policy. The term policy involves the payment by the insured of modest premiums over an agreed period, say, 20 years, in return for the benefit of his family receiving an agreed large sum of money in the case of his death during that period. If the insured remains alive at the end of the policy, it lapses and he gets nothing. What the insured actually buys with his payments is the peace of mind he gets from the knowledge that should he die, his dependants will have a large sum of money to see them through life until, say, his young children came of age and were able to look after themselves.
The endowment policy involves the payment of larger premiums which are invested by the insurance company. When the policy matures, the insured receives the sum assured as well as any share of profits to which he may be entitled under the terms of investment made on his behalf by the insurance company.
Both types are permissible from the Islamic point of view, as explained by Professor Al-Zarqa, provided that the insured makes sure that the insurance company invests in legitimate business. If the insurance company invests in what Islam forbids, then taking out its policies becomes forbidden as a result.

IT IS NATURAL that one should make a distinction, and even discrimination, between the near and the distant and between the relative and the stranger. With intellectual and moral evolution there is a tendency in human society to facilitate the assimilation of the foreigner. If a society were to group itself solely on the basis of blood relationships, naturalization would be out of the question for ever. The same is true if the basis were the colour of skin, which cannot be concealed. Language as a factor of social unity requires long years for a veritable assimilation. Place of birth is even less perceptible in a stranger, and ever since man had crossed the horizon of city-states, not much importance has been attached to this last factor. However, one would remark that in all these various conceptions of social unity, the basis is a mere accident of nature, and belongs more to the animal instinct than to the rationality of man. It is common
 knowledge that Islam has rejected all these notions of nationality and selected only the identity of ideas - a thing which depends on the choice of man and not the accidents and hazards of birth - as the basic tie of society and the factor of union. Naturalization and assimilation in such a society is not only easy and accessible to all human races in their entirety, but it is also closer to reason and more practical, showing how to live one's life in peace and tranquillity. 
407. If a believer in God or a capitalist is considered as a stranger in communist countries, a black-skinned in such white countries as practice social segregation, or a non-Italian in Italy, it should not be surprising if a non-Muslim should be considered as a stranger in the land of Islam. Conceptions, or rather angles of view, differ, yet everybody makes some distinction or other between those who belong to his own group and those who do not. 
408. As in other political or social systems, Islam also makes a distinction between its "relatives" and "strangers," but there are two characteristics peculiar to it:(1) the facility to cross this barrier by subscribing to its ideology, and (2) but little inequality between the two categories regarding the affairs of this world. We shall try to throw some light on this last aspect of the question. 
Divine Origin of Duties 
409. One should not forget the great practical importance attached to the fact that Muslims obey their system of law as something of Divine origin, and not merely the will of the majority of the leaders of the country. In this latter case, the minority enters on a struggle so that its own conceptions may prevail. In the democracies of our time, not only do the majorities often change from election to election but are also constituted or disintegrated by all sorts of commutations and combinations, and the party in power tries to upset the policy pursued by its predecessors, causing, among other changes, the modification of laws. Without entering here into the question of the adaptability of Islamic laws to the exigencies of social evolution, one might deem it as an incontestable truth that there is greater stability in the Muslim law - due to the Divine origin - than in any other secular legislation of the world with the following result
 : 
410. The Islamic law ordains justice to, and observation of certain rules regarding the non-Muslims. These therefore feel no apprehension in the face of political quarrels and parliamentary elections of the country of their residence, with regard to the Islamic laws in force. The ruler or parliament cannot modify them. 
Basic Notions 
411. The believers and nonbeliever's cannot be equals, the former will go to Paradise, and the latter to hell, but all this concerns the Hereafter. As to the life in this world, Muslim jurists like ad-Dabusi and others have at all times revealed the greatest equality compatible with their system between "relatives" and"strangers," as we shall presently see. 
412. There is the question of religious tolerance. The Qur'an (2:256) prescribes that there should be no compulsion in religion. The residing subjects as well as the temporary sojourners have an assurance regarding their safety and the liberty of their conscience. 
413. There is the question of hospitality and asylum, regarding which the theoretical position is strengthened by the practice of more than a thousand years. There is the well-known verse of the Qur'an (9:6): "And if anyone of the pagans seeketh thy asylum (O Muhammad), then give him asylum . . . and afterwards convey him to his place of safety . . ." The victims of racial, religious, political and other persecutions have always found refuge and shelter in the land of Islam.

After Islamic banking, it's the turn of Islamic insurance. Even as the Reserve Bank of India is exploring Islamic banking opportunities for Indian banks, the Life Insurance Corporation of India has set the ball rolling on takaful (Islamic insurance).
LIC's new international joint venture company - Indo-Saudi Insurance Company -- will be the first to introduce takaful. This Arabic word means 'guaranteeing each other' or joint guarantee.
"The entire pricing will be different as the benefits differ from conventional insurance policies," LIC Managing Director K Mehrotra told Business Standard. Its actuarial team has started working on the pricing mechanism and senior officials have been sent to Saudia Arabia to look into the product, he added.
Takaful can be described as cooperative insurance where policyholders contribute a certain amount of money to a common pool. Each member pays his subscription (premium) to help those that need assistance. To some extent, it resembles the chit funds that operate mainly in southern India.
The purpose of takaful is not to profit, but to support the belief of "bearing each other's burden". Losses are divided while liabilities spread across the community pooling system. The idea is not to derive any benefits at the cost of others. Instead, it eliminates uncertainty in terms of premium and compensation.
"Takaful is a Shari'ah compliant product," said Mehrotra. It is necessary for LIC to comply with local laws of the land when it starts operations in Saudia Arabia. 
While LIC will offer a range of insurance products like endowment, money-back, single premium policies, among others, "the returns would need to be inbuilt into the pricing, and cannot be called bonus or profits," said the managing director.
Today LIC announces annual bonuses depending on its investment performance. Under Takaful plans, it would need to build in the possible profits, Mehrotra pointed out.
According to reports, it is unlawful for a Muslim living in a country where there is such a cooperative insurance company to buy a policy from a commercial insurance entity. 
In the event of there not being a cooperative insurance company, individuals may enter into a contract with a commercial insurance company.

Nicholas Kaiser's Amana Income Fund is outperforming the U.S. stock market this year by following the laws of the Koran. Managed in compliance with Islamic principles known as sharia law, the fund was the best performer of 19 U.S. mutual funds tracked by Bloomberg that are governed by social or religious principles.
The fund can't own shares of financial institutions such as banks that charge interest. Banking stocks are trailing the Standard  Poor's 500-stock index in 2005. Energy stocks, the benchmark's top performers, aided by record oil prices, are among its largest holdings.
"Under the current circumstances, the restricted selection helps us to look for good stocks," Kaiser, 59, said from his office in Bellingham, Wash. The $41.6 million fund owns shares of Exxon Mobil Corp. and BP PLC, the world's two largest publicly traded oil companies.
Amana Income, named for an Islamic term meaning "to have faith," gained 25 percent in the past 12 months, almost triple the SP 500's 9 percent return.
The assets of the Amana Income Fund and the Amana Growth Fund, also run by Kaiser, increased 64 percent in the 12 months ended May 31 to a combined $95 million. The growth fund climbed 24 percent in the past year.
Inflows into so-called socially responsible funds rose 40 percent faster than net investments in professionally managed funds between 1995 and 2003, according to a study released by the Social Investment Forum, a Washington-based trade group. Updated figures are due in November.
"There is still very strong interest in socially responsible investing," said Amy Domini, chief executive of Domini Social Investments LLC in New York. Her firm oversees the Domini Social Equity Fund, the category's largest, with $1.26 billion in assets.
Kaiser, a Bellingham native, doesn't practice Islam, has never been to the Middle East and doesn't speak any Arabic. Kaiser said he was approached in 1984 by the North American Islamic Trust, a Burr Ridge, Ill., group that oversees assets of the Islamic Society of North America, the Muslim Students Association of the United States and Canada, and other organizations.
"I had no idea about Islamic funds then," he said.
Two years later, after working with the trust's directors and scholars to form an investment strategy based on Islamic law, he helped start the Amana Mutual Trust Fund.
He screened 3,700 companies at the direction of Fiqh Council of North America in Leesburg, an advisory board of the Islamic Society. About 45 percent passed.
Aside from a six-month break in 1989, Kaiser has managed the Amana funds since then. Some of his own money is invested in the funds, advised through Saturna Capital Corp., a firm he founded in 1989.Sharia scholars on the council prohibit investments in businesses that charge interest or have a debt ratio greater than a third of their assets. Industrial companies that have financing units, such as Ford Motor Co. and General Electric Co., are among those failing the test. 
The funds also can't invest in companies that generate more than 5 percent of operating income from un-Islamic activities, including pork processing, tobacco, liquor, pornography and gambling operations.
For the income fund, Kaiser favors companies that pay above-average dividends. Energy stocks, including Exxon Mobil and BP, account for 12.4 percent of assets. Utilities such as FPL Group Inc. are his biggest industry holding at 16.4 percent.
The SP 500 Energy Index has jumped 25 percent this year, the best performance among the benchmark's 10 industry groups. Utility stocks, whose index has climbed 14 percent, are second best. The gains compare with a 2.8 percent loss in the SP 500 Financial Index and a 0.6 percent drop in the overall index.
Amana Income's stake in utilities is almost five times the industry group's 3.4 percent share of the SP 500. The fund's holding of energy producers is about a third higher than their 9.1 percent weighting in the benchmark.
Shares of FPL Group Inc., the biggest U.S. generator of electricity from wind, have a dividend yield of 3.3 percent, above the index's 2 percent average. The Juno Beach, Fla., company's stock has climbed 35 percent in the past year.
Exxon Mobil, based in Irving, Tex., has gained 17 percent this year. American depositary receipts of BP, based in London, have risen 13 percent. The fund also owns shares of USEC Inc., the world's largest producer of enriched uranium for nuclear power, which have jumped 55 percent this year.
The market-beating performance in 2005 contrasts with that of the second half of the 1990s, when the fund trailed the SP 500 as financial stocks rose faster than the benchmark. The fund had an average annual return from 1995 to 1999 of 17 percent, below the index's average of 28 percent for same period.

Missing Voices: Gender and Disability in the Palestinian-Canadian Community.Are you a Palestinian Muslim woman with paraplegia/quadriplegia orepilepsy, living in the Greater Toronto Area and have been living in Canada for at least five years? Are you willing to speak of your experiences? As part of a major research paper for the Critical Disabilities Studies Masters Program at York University I am interested in conducting eight (8) one (1) hour interviews that explore the experiences of inclusion and exclusion of Palestinian women with disabilities entitled Missing Voices: Gender andDisability in the Palestinian-Canadian Community. The primary goal of this short study is to explore the life experiences and possible barriers tocommunity participation, i.e. family, marriage, education and attitudinal perceptions and barriers of Palestinian women with disabilities. Allinformation obtained will only be used for the purpose of this study
 with minimal risk to the participants. Similarly, steps to ensure confidentiality such as use of pseudonyms and theomission of identifying characteristics will be used in order to ensure anonymity and to create a safe space.

NEW YORK (Reuters Health) - Allowing 'morning-after' contraceptive pills to be sold over the counter does not increase their use, suggesting that easy availability does not lead to an upsurge in unprotected sex, British investigators report. Beginning in January of 2001, emergency contraception has been available without prescription in the UK, Dr. Cicely Marston and associates note in an online report from the British Medical Journal.
Opponents of this policy are concerned that it encourages unprotected sex and increase promiscuity. Marston, from the Imperial College Faculty of Medicine in London, and her team surveyed women ages 16 to 49 years in 2000, 2001 and 2002 regarding their use of contraceptives in general. Answers to the surveys showed that the proportion of women reporting current use of contraception remained unchanged over time. Overall use of emergency contraception also remained the same.
For example, the proportion using emergency contraception once per year was 6.5 percent, 6.3 percent and 5.6 percent during each period. The proportion using emergency contraception more than once was 2.0 percent, 1.5 percent and 1.7 percent. The only apparent change over time was in the places where women procured emergency contraception. The proportions obtaining the morning-after pill from a pharmacy increased from zero in 2000 to 19.7 percent in 2001 and 32.6 percent in 2002. During the same periods, fewer women obtained emergency contraception from a general practitioner or a family planning clinic.
"The sharp rise in the proportion of women buying emergency hormonal contraception over the counter indicates that many women prefer this way of obtaining it," Marston and her colleagues maintain. Easier access is likely to have prevented more pregnancies, they add. "Given the apparent absences of negative consequences, and the fact that many women clearly prefer to buy emergency hormonal contraception over the counter," the team concludes, "our study supports the case for lifting the ban on over-the-counter sales of emergency hormonal contraception in the United States and other countries."

The west has failed in promoting the concept of NO SEX outside marriage  has accepted promiscuity has part of its culture. It is not frowned upon from any quarters. In the west the culture of the mother serving the pill at the breakfast table to their daughters is the common trend.

bomb our cities," Osama bin Laden said in one of his recent video tapes, "we 
will bomb yours." There you go, as they say. It was crystal clear Britain would 
be a target ever since Tony Blair decided to join George Bush's "war on terror" 
and his invasion of Iraq. We had, as they say, been warned. The G8 summit was 
obviously chosen, well in advance, as Attack Day.And it's no use Mr 
Blair telling us yesterday that "they will never succeed in destroying what we 
hold dear". "They" are not trying to destroy "what we hold dear". They are 
trying to get public opinion to force Blair to withdraw from Iraq, from his 
alliance with the United States, and from his adherence to Bush's policies in 
the Middle East. The Spanish paid the price for their support for Bush - and 
Spain's subsequent retreat from Iraq proved that the Madrid bombings achieved 
their objectives - while the Australians were made to suffer in Bali.It 
is easy for Tony Blair to call yesterdays bombings "barbaric" - of course they 
were - but what were the civilian deaths of the Anglo-American invasion of Iraq 
in 2003, the children torn apart by cluster bombs, the countless innocent Iraqis 
gunned down at American military checkpoints? When they die, it is "collateral 
damage"; when "we" die, it is "barbaric terrorism".If we are fighting 
insurgency in Iraq, what makes us believe insurgency won't come to us? One thing 
is certain: if Tony Blair really believes that by "fighting terrorism" in Iraq 
we could more efficiently protect Britain - fight them there rather than let 
them come here, as Bush constantly says - this argument is no longer 
valid.To time these bombs with the G8 summit, when the world was 
concentrating on Britain, was not a stroke of genius. You don't need a PhD to 
choose another Bush-Blair handshake to close down a capital city with explosives 
and massacre more than 30 of its citizens. The G8 summit was announced so far in 
advance as to give the bombers all the time they needed to prepare.A 
co-ordinated system of attacks of the kind we saw yesterday would have taken 
months to plan - to choose safe houses, prepare explosives, identify targets, 
ensure security, choose the bombers, the hour, the minute, to plan the 
communications (mobile phones are giveaways). Co-ordination and sophisticated 
planning - and the usual utter ruthlessness with regard to the lives of the 
innocent - are characteristic of al-Qa'ida. And let us not use - as our 
television colleagues did yesterday - "hallmarks", a word identified with 
quality silver rather than base metal.And now let us reflect on the fact 
that yesterday, the opening of the G8, so critical a day, so bloody a day, 
represented a total failure of our security services - the same intelligence 
"experts" who claim there were weapons of mass destruction in Iraq when there 
were none, but who utterly failed to uncover a months-long plot to kill 
Londoners.Trains, planes, buses, cars, metros. Transportation appears to 
be the science of al-Qa'ida's dark arts. No one can search three million London 
commuters every day. No one can stop every tourist. Some thought the Eurostar 
might have been an al-Qa'ida target - be sure they have studied it - but why go 
for prestige when your common or garden bus and Tube train are there for the 
taking.And then come the Muslims of Britain, who have long been awaiting 
this nightmare. Now every one of our Muslims becomes the "usual suspect", the 
man or woman with brown eyes, the man with the beard, the woman in the scarf, 
the boy with the worry beads, the girl who says she's been racially 
abused.I remember, crossing the Atlantic on 11 September 2001 - my plane 
turned round off Ireland when the US closed its airspace - how the aircraft 
purser and I toured the cabins to see if we could identify any suspicious 
passengers. I found about a dozen, of course, totally innocent men who had brown 
eyes or long beards or who looked at me with "hostility". And sure enough, in 
just a few seconds, Osama bin Laden turned nice, liberal, friendly Robert into 
an anti-Arab racist.And this is part of the point of yesterday's 
bombings: to divide British Muslims from British non-Muslims (let us not mention 
the name Christians), to encourage the very kind of racism that Tony Blair 
claims to resent.But here's the problem. To go on pretending that 
Britain's enemies want to destroy "what we hold dear" encourages racism; what we 
are confronting here is a specific, direct, centralised attack on London as a 
result of a "war on terror" which Lord Blair of Kut al-Amara has locked us into. 
Just before the US presidential elections, Bin Laden asked: "Why do we not 
attack Sweden?"Lucky Sweden. No Osama bin Laden there. And no Tony 
Blair.

I’m sending this letter to the British people and in particular to the residents of London. For a period of hours, you have lived through moments of desperate anxiety and horror. In those hours you lost a member of your family or a friend, and we wish to tell you in total honesty that we too grieve when human lives pass away. I cannot tell you how much we hurt when we see desperation and pain on the face of another person. For we have lived through this situation – and continue to live through it every day – since your country and the United States formed an alliance and laid plans to attack Iraq. The Prime Minister of your country, Tony Blair, said that those who carried out the explosions did so in the name of Islam. The Secretary of State of the United States, Condaleezza Rice, described the bombings as an act of barbarism. The United Nations Security Council met and unanimously condemned the event. I would like
 to ask you, the free British people, to allow me to inquire: in whose name was our country blockaded for 12 years? In whose name were our cities bombed using internationally prohibited weapons? In whose name did the British army kill Iraqis and torture them? Was that in your name? Or in the name of religion? Or humanity? Or freedom? Or democracy? What do you call the killing of more than two million children? What do you call the pollution of the soil and the water with depleted uranium and other lethal substances? What do you call what happened in the prisons in Iraq – in Abu Ghraib, Camp Bucca and the many other prison camps? What do you call the torture of men, women, and children? What do you call tying bombs to the bodies of prisoners and blowing them apart? Why does the world watch as our people are killed and tortured and not condemn the crimes being committed against us? Are you human beings and we something less? Do you think that only you can feel pain and we can’t? In fact it is we who are most aware of how intense is the pain of the mother who has lost her child, or the father who has lost his family. We know very well how painful it is to lose those you love. You don’t know our martyrs, but we know them. You don’t remember them, but we remember them. You don’t cry over them, but we cry over them. Have you heard the name of the little girl Hannan Salih Matrud? Or of the boy Ahmad Jabir Karim? Or Sa‘id Shabram? Yes, our dead have names too. They
 have faces and stories and memories. There was a time when they were among us, laughing and playing. They had dreams, just as you have. They had a tomorrow awaiting them. But today they sleep among us with no tomorrow on which to wake. We don’t hate the British people or the peoples of the world. This war was imposed upon us, but we are now fighting it in defense of our selves. Because we want to live in our homeland – the free land of Iraq – and to live as we want to live, not as your government or the American government wish. Let the families of those killed know that responsibility for the Thursday morning London bombings lies with Tony Blair and his policies.

Options for future UK force posture in Iraq

1. ISSUE

We will need to reach decisions later this year on likely future UK
force structure and disposition in Iraq into 2006.

This paper sets out some of the key contextual considerations;
identifies areas of uncertainty; sets out what we know of US planning
and possible expectations on the UK contribution; and assesses the
potential impact on UK decision making.

2. Decisions on coalition, and within that, UK force levels will be
governed by four factors, all of which are subject to a greater or
lesser degree of uncertainty:

* Internal Iraqi pressure for further force posture changes.

* Successful progress in the potential process and extension/renewal
of United Nations Security Council Resolution 1546. (Mail on Sunday
footnote 1)

* The continued development of the capability of the Iraqi Security
Forces (ISF).

* The security situation.

3. None of this, however, undermines the Multinational Force Iraq
(MNF-I) (Mail on Sunday footnote 2)broad security strategy of:

a) Working with the Iraqis to contain and restrain the insurgency.

b) Assisting and encouraging the development of Iraqi security forces
and structures which can progressively assume responsibility for all
aspects of security including dealing with the insurgency, and thereby:

c) Enable MNF-I force reductions and eventual withdrawal.

4. US POSITION

US political military thinking is still evolving. But there is a
strong US military desire for significant force reductions to bring
relief to overall US commitment levels.

Emerging US plans assume that 14 out of 18 provinces could be handed
over to Iraqi control by early 2006, allowing a reduction in overall
MNF-I from 176,000 down to 66,000.

There is, however, a debate between the Pentagon/Centcom (Mail on
Sunday footnote 3) who favour a relatively bold reduction in force
numbers, and MNF-I whose approach is more cautious.

The next MNF-I review of campaign progress due in late June may help
clarify thinking and provide an agreed framework for the way ahead.

6. UK POLICY CONSIDERATIONS

The current ministerially endorsed policy position is that the UK
should not:

a) Agree to any changes to the UK area of responsibility.

b) Agree to any specific deployments outside Multinational Division
South East. (Mail on Sunday footnote 4)

c) Agree to any specific increases in the roughly 8,500 UK service
personnel currently deployed in Iraq.

7. Looking further ahead, we have a clear UK military aspiration to
hand over to Iraqi control in Al Muthanna and Maysan provinces (Mail
on Sunday footnote 5) in October 2005 and in the other two
Multinational Division South East provinces, Dhi Qar and Basra (Mail
on Sunday footnote 6) in April 2006.

This in turn should lead to a reduction in the total level of UK
commitment in Iraq to around 3,000 personnel, ie small scale, by mid 2006.

This should lead to an estimated halving in the costs which fall to
the reserve, (Mail on Sunday footnote 7) around £1 billion per annum
currently. Though it is not clear exactly when this reduction might
manifest itself, it would not be before around the end of 2006.

8. None of this however, represents a ministerially endorsed plan.
There is a good deal more military analysis to do which is under way.
We will need to consider handling of other MND SE allies.

The Japanese reconstruction battalion (Mail on Sunday footnote 8) will
for example be reluctant to stay in Al Muthanna if force protection is
solely provided by the Iraqis. The Australian position, which is
highly influenced by the Japanese presence, may also be uncertain.

NOTE

I will bring further and more specific proposals to DOP-I (Mail on
Sunday footnote 10) for the future UK force posture in Iraq, including
handover to Iraqi control and subsequent UK military drawdown.
