10984: The times when it is permissible to recite Qur'aan 

Question: 

Can Suratul-Fatihah be recited at any time? I heard that it can only be recited 
at certain times only, like salaat or as prescribed by the Prophet (May 
Allaah's peace and blessings be upon him) for specific needs. If it is the 
latter, could you list the proper times to recite it?


Answer: 

Praise be to Allaah. 

It is permissible for you to recite Qur'aan, or any soorah from it, at any time 
and in any situation, except when you are in a state of janaabah (impurity 
following sexual activity), in which case it is haraam to recite Qur'aan, 
because of the hadeeth of `Ali who said: The Messenger of Allaah (peace and 
blessings of Allaah be upon him) used to recite Qur'aan to us in all situations 
so long as he was not in a state of janaabah. (Narrated by al-Tirmidhi, 
al-Tahaarah, 136. al-Tirmidhi said: this hadeeth of `Ali is hasan saheeh). This 
was also the view of the scholars among the companions of the Messenger of 
Allaah (peace and blessings of Allaah be upon him) and the Taabi'een. They said 
a man may recite Qur'aan without wudoo' but he should not read from the Mus-haf 
unless he is taahir (pure, i.e., has wudoo'). This was the view of Sufyaan 
al-Thawri, al-Shaafa'i, Ahmad and Ishaaq.

Shaykh al-Islam Ibn Taymiyah said: The imams are agreed that it is haraam to 
recite Qur'aan when in a state of janaabah. 

It is not proper etiquette to recite Qur'aan when one is in a state of janaabah 
because it is the words of Allaah which must be respected and venerated, and 
kept away from all unclean places and places where haraam things take place, 
which could dishonour it and show disrespect towards its sanctity. Moreover the 
person who is in a state of janaabah can remove the impurity whenever he wants, 
so he is not allowed to recite Qur'aan. But if you are impure in the sense of 
minor impurity then it is permissible for you to recite only, without touching 
the Mus-haf. See question no. 10672. With regard to women when they are 
menstruating or bleeding following childbirth, see question no. 2564. And 
Allaah knows best.

Following astronomical calculations, FCNA (Fiqh Council of North
America) announced that the first day of fasting will be on September
23, while ECFR (European Council for Fatwa and Research) announced
that, astronomically speaking, Ramadan will start on September 24. So
where is the mistake?

As it turns out, there is none.

The decision made by FCNA (later adopted by ISNA, the Islamic Society
of North America) was announced with the goal of unifying Muslims in
the Western Hemisphere. Since astronomical calculations are precise
enough to determine the time of birth of the new moon, FCNA decided
that 12 noon Greenwich Mean Time (GMT) would become FCNA's reference
point. If the new moon is born any time before that reference point,
then that would give it enough time (12 to 18 hours) to mature before
night falls on the Americas and hence Ramadan could start the
following day. What FCNA is relying on is the possibility of a lunar
sighting anywhere in the Western Hemisphere, without the actual need
to do the sighting. On September 22, 2006, the new moon will actually
be born at 11:45 GMT, hence satisfying FCNA's criteria for Ramadan to
start on the 23rd.

The ECFR (European Council for Fatwa and Research) has set its
criteria somewhat differently. In addition to the birth of the new
moon, ECFR has also put into consideration the setting times of both
the moon and the sun over Makkah as its specific reference point. For
the new crescent to be observed in the sky, the moon must still be
above the horizon after sunset — that is, the moon must still be in
the sky as night falls. On the 22nd, the sun will set over Makkah at
6:18 p.m. local time, with the moon having set three minutes earlier.
According to the logic of ECFR, with no chance of anyone finding the
moon in the night sky of the 22nd, the moon sighting cannot be
confirmed that evening and so Ramadan cannot start the following day.
Muslims in Europe (and obviously Makkah) will have to wait until the
24th to begin their fast. As it turns out, this astronomical scenario
also applies across Europe anyway this year, with the moon setting
almost one or two minutes before the setting of the sun.


All About Reference Points

If the setting times of the sun and the moon are important in
determining the possibility of a sighting to begin Ramadan, have FCNA
and ISNA ignored that factor when deciding on their date? Dr. Muzammil
Siddiqi, member of the Board of Directors at both FCNA and ISNA, says
that they have not. Moonset will take place about three minutes after
sunset in Washington DC, while in California moonset will follow
sunset by eight minutes. Practically, that does not allow for an
actual lunar sighting to take place. But since the criteria were set
for the Western Hemisphere as a whole, Dr. Siddiqi insists that
someone on the Pacific Islands of Samoa will have about 40 minutes
after sunset to sight the moon. That should be enough time to credit
the possibility of a lunar sighting on the night of the 22nd.


The Global Village

Just as Aswan could follow Cairo for its sightings decades ago, ECFR
has decided that Makkah could be the reference point for Europe. FCNA,
on the other hand, has decided that, since the Samoan Islands to the
far end of the Western Hemisphere could possibly observe the moon on
the night of the 22nd, the islands can be considered as a reference
point for the inhabitants of the Americas. Since moving eastward
decreases the likelihood of observing a new crescent, the fact that
Europe and Makkah will not be able to make a sighting on the 22nd also
makes it impossible for people in Africa, Asia, or Australia to make a
sighting either, forcing them to start along with Makkah and Europe on
the 24th. Jurisprudence permitting, having just two reference points
does seem like a considerable improvement on what has been happening
in the past.

So the question still remains: Can the entire globe be unified into
beginning Ramadan on the same day? If actual visual sighting remains a
prerequisite for starting Ramadan rather than the possibility of
sighting, unity does not seem to be always possible. Let's take this
year as a case in point.


This Year

On Friday, September 22, 2006, some Samoan Islanders are looking into
the night sky for the new moon at 6:44 p.m. local time, about 20
minutes after sunset (the amount of time typically accepted as
sufficient for sighting a crescent). As they are doing that, Muslims
in California are probably going to bed at 10:44 p.m. while Muslims in
Washington DC have probably been asleep for some time since it is now
1:44 a.m. Saturday, September 23. Right this same minute, some Muslims
in England have already finished their Fajr Prayer, since now it is

Peace be upon you.

On September 12 in Regensburg, Germany, Pope Benedict XVI, in a 
lecture to 1,500 university professors and students, cited an obscure 
medieval emperor engaged in a dialogue with a Persian Muslim, as 
saying with regard to the Islamic faith, Show me just what Mohammed 
brought that was new, and there you will find things only evil and 
inhuman, such as his command to spread by the sword the faith he 
preached. 

We all know what happened next. Protests throughout the Islamic 
world, and in Europe, and in America (the New York 
Times pontificated that the Pope should immediately apologize for 
his remarks). 

Sheik Malin of Somalia called for the Pope's murder. Churches were 
set on fire in the Holy Land. An Italian nun was shot to death in 
Somalia (though it was not clear that the shooting was related to the 
Pope's words). 

God's commandments in the Quran are crystal clear!  Let the Muslim 
world take guidance from the Quran to deal with the Pope!

[7:3] You shall all follow what is revealed to you from your Lord; do 
not follow any idols besides Him. Rarely do you take heed.

For example, what are we  supposed to do if someone mocks the Quran?  
Can we critize someone for mocking the Quran?  Absolutely not!

[4:140] He has instructed you in the scripture that: if you hear 
GOD's revelations being mocked and ridiculed, you shall not sit with 
them, unless they delve into another subject. Otherwise, you will be 
as guilty as they are. GOD will gather the hypocrites and the 
disbelievers together in Hell.

And, what are we supposed to do if someone mocks our religion?  Can 
we criticize someone for mocking the religion?  Absolutely not!

[5:57] O you who believe, do not befriend those among the recipients 
of previous scripture who mock and ridicule your religion, nor shall 
you befriend the disbelievers. You shall reverence GOD, if you are 
really believers.

And, what are we supposed to do if someone like the Pope criticize 
the messenger, even it hurts the feelings of all the Muslims who love 
him so much!?  

[18:106] Their just requital is Hell, in return for their disbelief, 
and for mocking My revelations and My messengers.

God Almighty does not give us including the Prophet the 
responsibility of guardianship over someone's religious matters!  
There is no compulsion in the religion of Islam. 

[4:80] Whoever obeys the messenger is obeying GOD. As for those who 
turn away, we did not send you as their guardian.

[6:66] Your people have rejected this, even though it is the truth. 
Say, I am not a guardian over you.

[6:104] Enlightenments have come to you from your Lord. As for those 
who can see, they do so for their own good, and those who turn blind, 
do so to their own detriment. I am not your guardian.

[6:107] Had GOD willed, they would not have worshiped idols. We did 
not appoint you as their guardian, nor are you their advocate.

[10:108] Proclaim: O people, the truth has come to you herein from 
your Lord. Whoever is guided is guided for his own good. And whoever 
goes astray, goes astray to his own detriment. I am not a guardian 
over you.

[11:86] Whatever GOD provides for you, no matter how small, is far 
better for you, if you are really believers. I am not a guardian over 
you.

[42:48] If they turn away, we did not send you as their guardian. 
Your sole mission is delivering the message. When we shower the human 
beings with mercy, they become proud, and when adversity afflicts 
them, as a consequence of their own deeds, the human beings turn into 
disbelievers.

The Muslim world should seek guidance from the Quran.  They should 
counter evil work with good work. 

[13:22] They steadfastly persevere in seeking their Lord, observe the 
Contact Prayers (Salat), spend from our provisions to them secretly 
and publicly, and counter evil with good. These have deserved the 
best abode.

[28:54] To these we grant twice the reward, because they steadfastly 
persevere. They counter evil works with good works, and from our 
provisions to them, they give.


Freedom of expression is the gift of God.  Freedom of religion is 
allowed by God.  No one can take it from anybody, not even from the 
Pope!  It is God's system!

[33:72] We have offered the responsibility (freedom of choice) to the 
heavens and the earth, and the mountains, but they refused to bear 
it, and were afraid of it. But the human being accepted it; he was 
transgressing, ignorant

[2:256] There shall be no compulsion in religion: the right way is 
now distinct from the wrong way. Anyone who denounces the devil and 
believes in GOD has grasped the strongest bond; one that never 
breaks. GOD is Hearer, Omniscient.

[42:43] Resorting to patience and forgiveness reflects a true 
strength of character. 

The Prophet preached with the Quran.  If we truly love the Prophet, 
we must take guidance from the Quran.   We must not earn  bad names

Saum or Fasting during the month of Ramadhan is
prescribed for Muslims to reinforce their moral and
spiritual strength so that they may be able to
discharge their responsibilities towards the society
efficiently. Its a month-long rigorous excercise of
abstinence and self-control. During this month Muslims
voluntarily refrain from eating food, drinking
liquors, indulging in sex and other immoral activities
while fasting from dawn to dusk.

When we study the relevant verses (2:183-188) in the
Quran carefully we find a number of disciplines which
if carried on in true spirit are very usefull not only
in building moral character and spiritual strength but
also boosting up the national economy and social
development. For example, fasting is prescribed for a
fixed number of days which have to be completed. In
case, anyone is ill or on a journey, the prescribed
number should be made up from days later. Similarly,
it is prescribed that fast must be completed from dawn
to dusk at fixed time everyday. These prescriptions if
followed in true sense are very helpfull in developing
the habbit of punctuality and regularity. The
importance of puntuality and regularity is well known.
These habbits play a key role in our day to day life.
All transactions, deals, appointments that are
conducted timely and methodically promote confidence,
increase efficiency, and make us trustworthy in
others' eyes.

The instincts for food, drink, and sex are strong in
the animal nature, and the temporary restraint from
all these enable the attention to be directed to
higher things. This is necessary through prayer,
contemplation and act of charity. The Quran says that
those who feel hardship and do not fast, for them is a
ransom - the feeding of one that is indigent. But he
that will give more, of his own free will, it is
better for him. This shows that the Muslims fast is
not meant for self-torture. Although it is stricter
than other fasts, it also provides alleviation for
special circumstances. Saving one meal a day means
saving tons of food during the month that can
alleviate the suffering of thousands of indigents for
a whole year. 

Pakistan is a country of 170 million people whose 70 %
live below the poverty line and many of them can't
afford to have meal two times a day. We can feed one
hundred thousands of them if only 70 millions of
Pakistan's population go on fasting in its true
spirit.

The relation between sex and economy is well
understood. According to some studies the nations who
do not keep the sexual activity within limits their
culture and economy could hardly survive for three
generations. The Quran has well defined limits for
sexual activity. Abstinence during the fast is a good
reminder for self-control and to remain within divine
limits.

Another important discipline which is prescribed
during Ramadhan is Aitekaf. According to this
practice some Muslims devote themselves and retreat to
the mosques for a couple of days in order to
contemplate on the Quran. They get guidance to resolve
intricate problems facing the Muslims in particular
and mankind at large.

Keeping the fast in its true spirit as discussed above
would certainly improve our behavior and give us great
moral and spiritual strength which ultimately help us
in the creation of a lively culture and vigorously
growing economy. In fact, God does not put
restrictions in vanity. These are meant to enhance our
ability and to give us necessary strength to live a
beautifull life here and in the hereafter.

Nowadays fast has become a ritual. Muslims, all over
the world are fasting just to please God. They do not
bother about how does the fast affect their behavior
and what impact it has on their culture and economy?
All that what God wanted to be accomplished through
fasting Muslims have defeated that by going
diametrically opposite to it. They should be punctual
and regular in discharging their duty and
resposibility; they should be frugal in spending their
wealth: they should be kind and generous towards the
needy; they should be contemplative in solving
intricate problems and they should be very fair and
just in all spheres of life. But, unfortunately, they
are far away from these virtues. Ramadhan makes no
difference to them in the practical life. Rather, they
become more spend-thrift and wastefull and they become
more negligent, careless and regardless during
Ramadhan.

I wish, as Muslim, we should welcome Ramadhan in its
true spirit and we should learn the right way to
please God.

Robert Fisk: No Wonder the UN Can't Find VolunteersI have to say that there is a certain irony in watching Israel's diplomats paying such close attention to the wording of UN resolutions.By Robert Fisk   http://www.palestinechronicle.com/story-082206113830.htmIsrael is keen to see the implementation of UN Security Council Resolutions 1559 and 1701, which demand the disarmament of Hizbollah - an organisation which Israel so dismally failed to disarm over the past six weeks after wrecking Lebanon and slaughtering more than a
 thousand Lebanese civilians.   And I have to say that there is a certain irony in watching Israel's diplomats paying such close attention to the wording of these resolutions and the need to abide by them after they have spent years trashing the very same UN force in Lebanon that is supposed
 to protect them in future.   Unifil, the so-called United Nations Interim Force In Lebanon, has been sitting in the south of the country for 28 years and has been the butt of Israel's jokes and slander and calumny for all of that time. I recall how the Israelis claimed that the Irish battalion - since withdrawn - were drunk or anti-semitic, how UN officers lied, how a Fijian commander was spreading syphilis among the women of Qana, the town whose inhabitants have just been
 massacred by Israel's forces for the second time in a decade.   But now, the new, reinforced Unifil is supposed to provide the buffer behind which Israel - whose army so dismally failed to protect its people in this latest war - can feel safe. One cannot but wish the Israelis always paid such attention to UN resolutions. If only they would be so keen to adhere to UN Security Council Resolution 242, for example, as they are anxious to ensure Hizbollah and the Lebanese army abide by 1559 And 1701. Few readers will need to be reminded that 242 calls
 for the withdrawal of Israeli troops from territory occupied in the 1967 war in return for the security of all states (including Israel) in the area.   Now of course, Hizbollah is also playing fast and loose with the UN. It illegally crossed the UN Blue Line in southern Lebanon on 12 July to kill three Israeli soldiers and capture two others. They have already made it clear that they do not
 intend to be disarmed and their members - "schoolteachers, builders, university undergraduates" (I particularly admired the latter conceit) - would remain south of the Litani river, arms out of sight but not out of mind. And if 1701 is meant for Hizbollah's rubbish bin, then what is 242 worth for the Palestinians?   But there is something far more dangerous on the loose in southern Lebanon, something intimately linked with the
 hell-disaster into which we have turned Iraq. The famous 3,000 French troops that were supposed to arrive in Lebanon to support the Lebanese army have suddenly been reduced to 400 French engineers.   And the Spanish and the Italians, it transpires, would like to know a little bit more about the mysterious UN mandate under which their troops would be operating before sacrificing their young
 men's lives in Lebanon. The Spanish have not forgotten the price they paid for supporting the "coalition of the willing" - so soon to become the "coalition of the unwilling" - in Iraq. They don't want more bombs on the Madrid railway system. And the Italians are a little tired of state funerals for their fallen in Iraq.   True, the French have not forgotten their 58 murdered soldiers at the Drakkar building in Beirut on 23 October 1983, when suicide bombers associated with the Hizbollah struck them as part of the "Multinational Force" in Lebanon, another American creation. But France has watched the collapse of the American project in Iraq and is suspicious that its soldiers - despite the prospect of renewing in ghostly form the mandat français of the 1920s and 1930s in Lebanon - could end up in the same predicament as those armies which decided to follow George W Bush's into Iraq's bloody swamp.   Who is actually going to disarm Hizbollah? Will they in fact be disarmed? And what will we do if they are not? I could not help smiling when I heard Israel's Dan Gillerman announcing on the BBC yesterday that if the UN failed to disarm Hizbollah, Israel would have to do the job - despite the fact that it has patently proved itself militarily incapable of any such task. And the latest extraordinary demand by Israel is that Muslim nations who do not recognise the State of Israel will not be allowed to join the expanded Unifil force in southern Lebanon.
   What in the name of God is going on? Well, I will hazard a terrible guess. The Iraq fiasco - and the growing débâcle in Afghanistan has drained the will of Nato nations to commit troops to peacekeeping operations, certainly for missions which may involve confrontations and violence with Muslims. And those Muslim nations which might be persuaded to join such a mission - Turkey excluded, of course - are going to be rigorously excluded.

While it would be wrong to initiate such an action absent a legitimate
cause, it is perfectly acceptable to retaliate to the Pope's insolent
attack on our Holy Prophet Muhammad (S.A.W.) in the nonviolent and
perfectly legal manner suggested, although as a practical matter, such
actions during the mostly daytime Masses will probably be limited
due to the daytime fasting of Ramadan, which insha'Allah begins
Saturday night or Sunday night depending on local sightings.

The Pope is an agent provocateur of the West who has chosen to ignite
hatred and war at this particular time. Out of many christian quotes
that he could have selected to engage in a dialogue with Muslims
about jihad, he deliberately selected one that he knew must give
outrageous direct offense by insulting Rasulullah (S.A.W.). The Pope
is a coward who hides his personal responsibility behind quotation
marks and then whines that people don't understand him correctly.

Someday, Allah (S.W.T.) will return Isa (A.S.) to break the cross
worldwide. When he does, insha'Allah you won't be slandering him as an
agent provocateur.

 The Pope has - through someone else - mentioned that he regrets that
 certain parts of his rant could have sounded offensive to the
 sensitivities of the Muslim faithful. 
 
 Tha's a lot like regretting that certain parts of kicking in
 somebody's face could have sounded offensive to that person's
 sensitivities.
 
 The Pope simply thinks he has Muslims on a rope. The reason for his
 smugness is that he knows that while he insults Rasulullah (S.A.W.),
 we Muslims cannot return the insult by defaming Jesus (A.S.) in
 return; for Jesus (A.S.) is a Holy Prophet and Messenger of Allah
 (S.W.T.) and his person is inviolable to Muslims. Indeed, christians
 have often expressed frustration that it is Muslims who show up to
 protest films that insult Jesus (A.S.) while the christians stay home.
 
 But the Pope is wrong in thinking that effective retaliation is not
 possible. 
 
 There IS an effective way to respond, one that not only does not
 insult Jesus (A.S.), but vindicates him as a human prophet of Allah
 (S.W.T.) while directly contravening the Son of God baloney and
 making a laughingstock of the Pope and his cannibal cult in the bargain.
 
 Here's how.
 
 Islamic Community Net has often noted before that Christianity is a
 cannibal cult - and that the Roman Catholic church headed by the Pope
 is the epicenter of that cannibal cult that also includes Orthodox
 Christians and Anglicans as well as some Protestants.
 
 The Pope and his christian sect believe that during the daily or
 weekly christian ceremony called the Mass that wafers of flat, white
 unleavened bread circles are magically converted into the actual
 living flesh of Jesus (A.S.) (ychhh!). (Yes, read that again,
 there is no typing error). The magically transformed wafer of
 unleavened bread is called the Eucharist.

 In addition, wine is magically converted into the actual living
 blood of Jesus (A.S.) (double ychhh!). Please bear closely in
 mind that the Catholics don't think that this is mere symbolism at all
 - they truly believe that they are drinking the actual living blood of
 Jesus (A.S.) and eating his actual living flesh!

 Under the consecrated species of bread and wine Christ himself,
 living and glorious, is present in a true, real, and substantial
 manner: his Body and his Blood, with his soul and his divinity
 
 That's rather pathetic, violent, ignorant unnatural and SICK doctrine,
 and as has often been explained by Islamic Community Net, this
 unnatural and irreligious doctrine is
