  MANGALORE: Abdul Nasir Madani, chairman, People’s Democratic Party (PDP), 
said here on Saturday that his party would extend its political presence in 
Karnataka and would set up a State committee in the next six months. 
  Stating that an ad-hoc committee would be set up within two months, Mr. 
Madani told presspersons that steps were being taken to re-establish the party 
in the State. The PDP had last contested the election for Ullal Assembly seat 
in 1995-96 with Ismail Shafi as its candidate. Mr. Madani expressed doubts on 
the prospects of the Union and State governments implementing the Sachar 
Committee recommendations. Terming the report as factual and beneficial for the 
minority community, Mr. Madani said governments had not shown the resolve to 
implement the commission’s recommendations. Mr. Madani had stopped here on his 
way to Kasargod to attend a PDP rally there.
Apprehension   
  
  Expressing scepticism on the Government’s ability to implement such reports, 
Mr. Madani said most of such reports ended up in debates in academic circles. 
Lauding the move by the Kerala Government to set up a State-level committee to 
monitor the implementation of Sachar Commission report, he said government 
announcements should be followed by action.
  Parrying a question on his nearly a decade-long incarceration for his alleged 
involvement in the Coimbatore bomb blast case, Mr. Madani said: “I want to 
forget that chapter in my life. I do not want to conduct a post-mortem into the 
incident for it may create a bad situation. It may cause political turmoil or 
create a law and order situation”. 
  However, he termed his imprisonment as “political vendetta”.
Future plans   
  
  On the political plans of his party, Mr. Madani said the PDP would organise a 
national-level social justice conference at Kochi on January 1, 2008. “About 
five lakh people, including 1,000 delegates from all over the country, will 
attend the conference. Railway Minister Lalu Prasad Yadav, Tamil Nadu Chief 
Minister M. Karunanidhi and other leaders are likely to attend it,” he said.

How do we look at a religion? As a set of rituals, dogmas and institutions? Or 
as values and thought system? Some emphasise the former and others the latter. 
Generally the masses of people are more concerned with rituals, dogmas and 
institutions whereas the intellectuals lay more emphasis on thought system and 
values, particulary on the thought system. For the masses, religion is nothing 
but performance of certain rituals as laid down and to have belief in certain 
dogmas formulated by the learned scholars. For them anyone who deviates from 
performance of these rituals or questions any of these dogmas is a 'heretic' 
worthy of condemnation. 

The intellectuals may lay more emphasis on the thought system of a religion but 
there are those who accept the thought system as inherited and there are those 
who are intellectually quite active and consider it necessary to rethink the 
thought system of the religion they have inherited. In a dynamic society , 
there are much greater possibilities of rethinking the thought system. In a 
stagnant or a closed society such possibilities are smothered. The early 
Islamic society was highly dynamic and full of vitalities. Islam was a great 
revolution, not only religious but also social and economic. It had upturned 
all old ideas and ideologies. It gave human society a new value system and 
heightened the human sensitivity for change for the better. Islam put greater 
emphasis on change and called everything old into question. It encouraged 
people to rethink the beliefs of their ancestors. All that ancestors believed 
in was not necessarily right and beneficial.

Thus in early Islam change was never thought to be a 'sin'. The Qur'an laid 
great emphasis on 'ilm as well as 'amal (knowledge and practice). The Arab 
peninsula was an area of darkness in many ways. Only poetry was their passion. 
The other area of information they were proud of was what they called ansab 
i.e. the family tree. For them the nobility (sharf) of ancestors was more 
important than their own. They were greatly proud of their ancestry. Islam 
changed all this. It brought about complete revolution in the Arab mind set 
which spread to other areas conquered by the Arabs. The emphasis was on present 
and future, not on the past. The Individual was brought at the centre, not the 
tribe. The individual was made responsible for everything, not the tribe one 
belonged to. 

Knowledge and practice:

There was no quest for knowledge in the pre-Islamic Arabia. In fact any 
knowledge except that of ones tribal ancestry was derided upon. The Qur'an, on 
the other hand, put all the emphasis on 'ilm (knowledge) which is a very 
comprehensive word in Arabic. 'Ilm is used for science as well. It includes 
knowledge of everything created by Allah including the knowledge of creator 
himself. Allah invites human beings to think, to brood and to reflect on the 
whole universe, on the creation of Allah, the stars, the earth, the plants and 
the animals. Also, the Qur'an lays great emphasis on induction rather than 
deduction. The former leads to objective knowledge of the universe and latter 
to speculation. Modern science is based on induction rather than deduction. 

Also, knowledge was given further practical orientation by laying equal 
emphasis on 'amal (practice). 'Ilm without 'amal was projected as bereft of any 
benefit to humanity. Correct knowledge ('ilm al-yaqin) and healthy practice 
('amal salih) is the most desirable synthesis. The word 'ilm al-yaqin (i.e. 
knowledge with conviction) is of great value. It is thus clear that the Qur'an 
neither encourages superficial knowledge nor allows its instrumentalisation. 
Qur'an has been described as hudan lil muttaqin i.e. a guide for the God 
fearing or the pious. Thus the term 'ilm is not only comprehensive but also 
value-oriented. Knowledge must not only be true but should also be based on 
conviction; it should not only advance the state of information about the 
universe but should also serve the humanity. 

Similarly 'amal (practice) as pointed out above, has to be nothing but salih 
(healthy). The practice, based on knowledge and conviction, must promote the 
health of society. What kind of revolution it was in a stagnant society of 
Arabian peninsula whose whole universe was its own tribe cannot be easily 
imagined by us today. It was nothing short of a total break from the past; a 
break which changed the whole quality of social life and brought about 
tremendous advancement in knowledge. The ritual system of Islam - 'ibadat - was 
also not devoid of value-system. 

Islam does not accord any priority whatsoever to race, tribe, language, creed 
or colour. The Qur'an makes categorical statement to this effect (see 49:13 and 
30:22). It also strictly forbade the Muslims from making any distinction 
between an Arab and non-Arab and a white and a black. The Prophet, in order to 
effectively demolish any such hierarchical distinctions, appointed a

Azzawajal said: The son of Adam displeases Me by abusing the time whereas I am 
Myself the time. In My Hand lay all the things and I am the one who causes the 
revolution of the day and night.
   
(This Hadith is sound and reported by Bukhari, Muslim, Abu Da'ud and Nas'i).

  Once Allah Azzawajal causes the day and night and controls time, abusing time 
is a bed deed that should not happen. Precisely, abusing time is not 
permissible in Islam.

We request the international community to come in a big way in immediate food 
assistance as Bangladesh is food short now, in building at least another  five 
hundred shelters and also building at least a few houses for poor people in 
every village in the most vulnerable areas of the coast which can also serve as 
shelter in such times.

The devastating cyclone that hit Bangladesh on 16 th night of this month has 
left behind much more devastation than was initially estimated.Despite making 
of many shelters the death in the off-shore islands and sea shores has been 
very large 

 

The loss of cattle , crop and house property has been immense.As the housing is 
poor the  stored food in the huts have also been lost.The entire population has 
to be fed now for the next four months till the new crop comes. In addition the 
houses have to be built again apart from rehabilitation of agriculture and  
communication.

 

This would require massive fund.The government and the people would be doing 
maximum.Even then we expect the rich nations to stand by us.   Donor nations 
and agencies have pledged over US$ 25 million in assistance to help Bangladesh 
meet the requirements rising in the aftermath of Cyclone Sidr.This is nothing 
compared to the need.

Mia Muhammad ,Ayub, secretary of the Food And Disaster Management Ministry, 
said that the donor nation and agency representatives will hold further talks 
with government representatives on Thursday to assess what steps are to be 
taken next. He said that a total of 42 representatives from different donor 
nations along with UN alliances attended the meeting yesterday. In addition to 
monetary help, they have also committed to provide rice, blanket, tent and 
other infrastructure items.

  Written by Professor Azizah Y. Al-HibriHave been asked by 
concerned American and Canadian Muslim organizations to comment on a recent 
statement made by the Taliban, the ruling party in Afghanistan, which was 
reported in the Washington Post on March 2, 2001. According to the Washington 
Post, the Taliban announced the beginning of a campaign to destroy all statutes 
in including the historical statues of Bamiyan, in the name of Islam.

In responding to these Muslim organizations, I rely primarily on the Qur'an, 
and sunnah. I also rely on traditional sources of Islamic jurisprudence as well 
as Islamic history. Additionally, in matters of jurisprudence I rely heavily on 
a fatwa issued earlier by Dr. Taha Jaber al-Alwani on a related topic. In 
matters of Islamic history and world religions, I rely on statements made by 
Professor Seyyed Hussein Nasr on this and other occasions.

Introduction:

There is no doubt that something is very wrong with the Taliban position on 
this and other matters. Chief among these other matters is the Taliban's 
oppressive limitations on Muslim women's rights, which have been addressed 
elsewhere. While there is no central interpretive authority in Islam, an 
acceptable interpretation must satisfy a minimum number of requirements. For 
example, the interpretation must be based on the Qur'an and sunnah (the 
reported words and example of the Prophet). It must be based on knowledge and 
motivated by piety. It must also serve (rather than harm) maslaha (public 
interest) of Muslims in particular and humanity in general.

Assuming arguendo that the Taliban's interpretation of Islam satisfies these 
minimal requirements, the Taliban are still not entitled to force their views 
on other Muslims, within and outside Afghanistan, and on the rest of the world. 
For, the very Islamic jurisprudence which protects their right to freedom of 
thought, also protects the freedom of thought of other Muslims and non-Muslims 
as well. It is for this reason that when the Abbasid Khalifah (Caliph) Abu 
Ja'far al-Mansour approached Imam Malik with the idea of adopting the Maliki 
math.hab (school of thought) as the official math.hab of the land, the Imam 
rejected the idea repeatedly. Realizing that he is only a human being who is 
capable of error, he refused to impose his views on a whole people.

The Taliban seem to have no such concerns. This is consistent with their 
rejection of other basic Islamic principles, such as shura (consultation with 
other Muslims), and bay'ah (a system of elective non-authoritarian governance). 
It is also consistent with their rejection of the Islamic injunction that the 
pursuit of education is the duty of every Muslim, male and female. Finally, it 
is consistent with their rejection of the overarching Islamic model of 
harmonious gender, racial, religious and general human relations.

For centuries, Islam has preserved and even maintained all prior cultural 
expressions, including the Egyptian Sphinx, the Persian Persepolis, ancient 
houses of worship belonging to other religions, and the pictures, images, 
artifacts and possessions they housed. In fact, had it not been for Islamic 
protection, these structures and artifacts may not have survived. Khalifah 
'Umar provides an excellent example. Upon entering, he prohibited the 
destruction of any Christian images or places of worship.

Muslim jurists also prohibited the destruction of places of worship and 
religious artifacts belonging to non-Muslims. The medieval Ibn al-Qayyim noted 
that the Qur'an itself prohibits such destruction . The verse states that had 
it not been for God counterpoising (daf') one people by another, monasteries, 
churches, synagogues, and mosques (that is, places where the name of God is 
remembered frequently) would have been surely destroyed. The medieval writer 
al-Zajjaj commented that had God not counterpoised one people by another, there 
would have been destroyed synagogues in the time of Moses, destroyed churches 
and monasteries in the time of Jesus, and destroyed mosques in the time of 
Muhammad (SAAS).[ Shayban reported that protection of such places extends to 
people other than those who believe in an Abrahamic religion. Al-Ashaj reported 
that the protection extends even to those who are kafir (do not believe in 
God). Al-Hassan added that God counterpoised Muslims to stave
 off those who want to destroy non-Muslim places of worship.

The wisdom of this Qur'anic verse and related ancient discussion among Muslim 
jurists becomes clear in modern times through incidents such as the destruction 
of the Barbri mosque in India, and the Abrahamic shrine in Hebron, and through 
violence at al-Aqsa mosque in Jerusalem. These incidents illustrate the fact 
that if followers of various religions start destroying each other=s sacred 
places, then not a single sacred place will remain standing. The Qur=an pointed

community would be foolish to destabilise the work the IAEA and Iran are doing 
to resolve the “core issue” of the P-2 because of a derivative issue like 
non-compliance with the suspension fatwa. Indeed, to the extent to which it is 
in everyone’s interest that Iran resume its voluntary adherence to the 
Additional Protocol, the UNSC should suspend its sanctions and return the 
Iranian file to the IAEA in exchange for that adherence.

  Somewhere along the line, between the blur of sanctions and the threat of 
war, the world has forgotten what the Iranian nuclear crisis is really all 
about.
  The ‘crisis’ does not revolve around Iranian defiance of the United Nations 
Security Council’s demand that all uranium enrichment, reprocessing, and heavy 
water-related activities be suspended immediately. Rather, it is about the 
underlying question that led to the Iranian file being sent to the UNSC in the 
first place. And that question is the following: Does Iran have any undeclared 
nuclear facilities which the world and the International Atomic Energy Agency 
do not know about and where, presumably, work is being carried out on a secret 
weapons programme?
  Any non-nuclear weapon state that is party to the Non-Proliferation Treaty 
(NPT) is required to adhere to one principal obligation — to not develop or 
manufacture nuclear weapons. In order to implement this obligation, all nuclear 
facilities in that country have to be safeguarded by the International Atomic 
Energy Agency (IAEA), which ensures the country is not diverting nuclear 
material for any prohibited purpose. The import of nuclear material is supposed 
to be reported to the agency in a timely manner, as are any experiments or 
research projects involving the use of source or fissionable material. 
  The Additional Protocol, which embodies obligations not included in the 
standard IAEA safeguards agreement, further requires that there be no 
undeclared nuclear activities in the country. Iraq, prior to the first Gulf 
war, had a fully safeguarded nuclear programme, but it also developed unknown 
to the IAEA facilities where weapons research was being conducted. The 
Additional Protocol emerged in response to the challenge posed by Iraq’s 
clandestine weapons programme. It was believed that granting the IAEA enhanced 
access to physical locations and documentation could help establish the absence 
of undeclared nuclear activity and material in a country.
  Iran, like many NPT signatories, has not yet ratified the Additional Protocol 
but undertook, in 2003, voluntarily to adhere to its provisions. Iran withdrew 
its voluntary adherence in February 2006, following the decision of the IAEA 
Board of Governors to refer its file to the U.N. Security Council. During the 
intervening period, however, it provided information to the Agency that helped 
the latter discover a number of instances going back to the 1980s of Iranian 
failure to declare or provide information about certain nuclear imports and 
experiments.
  These failures were serious but not consequential and by 2005 the IAEA said 
it was able to close the file on most of them. None of these failures suggested 
the existence of a hidden nuclear weapons programme. Moreover, the one issue 
which American officials and propagandists most often speak about — the 
construction of a hidden enrichment facility at Natanz — was not a violation of 
Iran’s safeguards agreement. Indeed, at no point has the IAEA characterised the 
facility as such.
  Once Iran announced its adherence to the Additional Protocol, the IAEA was 
mandated not only to certify that no safeguarded material in Iran was being 
used for military purposes but also that there were no undeclared nuclear 
facilities anywhere in the country. At the best of times, implementing the 
second mandate is time consuming and complicated. One of the questions the IAEA 
sought an answer for during its work to establish a complete history of the 
Iranian nuclear programme was when precisely did fabrication work seriously 
begin on the P-1 and P-2 centrifuge designs. The P-2 drawings were acquired by 
Iran in 1996 but Tehran insisted it never began work on the P-2 until 2002. The 
discrepancy was important only to the extent to which one might assume Iran 
used the six years to master the P-2 manufacturing process and set up a hidden

  One who is well versed in the Qur'an will be in the company of those 
  angels who are scribes, noble and righteous; and one who falters in reading 
  the Qur'an, and has to exert hard for learning, gets double the reward.
  (Bukhari)
   
  

  One who is well versed in the Qur'an means one who is proficient 
  in memorizing as well as in reciting it. It is highly praiseworthy if one 
  masters its meaning and significance as well. To be with the angels, 
  means that, like the angels who transferred the Qur'an from 'Lauhe-e-Mahfuz' 
  (Protected Tablet in the Heavens), therefore, both have the same 
  occupation; or that he will join the company of such angels on the Day 
  of Judgement. One who falters will get double reward-one for his reading 
  and the other for his effort in reading the Qur'an, in spite of faltering 
  again and again. It does not mean that his reward will exceed that of 
  a well-versed person. The reward that is mentioned for a well-versed 
  person is far greater, so much so that he will be in the company of 
  special angels. The explanation is that the labor involved in faltering 
  and the difficulties in the reading of the Qur'an carry an independent 
  reward. As such, reading of the Qur'an should not be given up, even 
  though faltering may be an excuse.
Mulla Ali Qari has reproduced from the 'riwayat' (saying) of Tibrani and 
  Baihaqi that one who cannot memorize the Qur'an well and yet persists 
  in learning it by heart gets double reward. Similarly, one who cherishes 
  a longing for memorizing it and does not possess the ability to do so, 
  but does not give up his efforts, will be reckoned by Almighty Allah among 
  the 'huffaz' (Plural of hafiz-one who has learnt the whole Qur'an by heart) 
  on the Day of Resurrection.
