By John J. Mearsheimer Israelis and their American supporters claim that Israel learned its lessons well from the disastrous 2006 Lebanon war and has devised a winning strategy for the present war against Hamas. Of course, when a ceasefire comes, Israel will declare victory. Don’t believe it. Israel has foolishly started another war it cannot win. The campaign in Gaza is said to have two objectives: 1) to put an end to the rockets and mortars that Palestinians have been firing into southern Israel since it withdrew from Gaza in August 2005; 2) to restore Israel’s deterrent, which was said to be diminished by the Lebanon fiasco, by Israel’s withdrawal from Gaza, and by its inability to halt Iran’s nuclear program. But these are not the real goals of Operation Cast Lead. The actual purpose is connected to Israel’s long-term vision of how it intends to live with millions of Palestinians in its midst. It is part of a broader strategic goal: the creation of a “Greater Israel.” Specifically, Israel’s leaders remain determined to control all of what used to be known as Mandate Palestine, which includes Gaza and the West Bank. The Palestinians would have limited autonomy in a handful of disconnected and economically crippled enclaves, one of which is Gaza. Israel would control the borders around them, movement between them, the air above and the water below them. The key to achieving this is to inflict massive pain on the Palestinians so that they come to accept the fact that they are a defeated people and that Israel will be largely responsible for controlling their future. This strategy, which was first articulated by Ze’ev Jabotinsky in the 1920s and has heavily influenced Israeli policy since 1948, is commonly referred to as the “Iron Wall.” What has been happening in Gaza is fully consistent with this strategy. Let’s begin with Israel’s decision to withdraw from Gaza in 2005. The conventional wisdom is that Israel was serious about making peace with the Palestinians and that its leaders hoped the exit from Gaza would be a major step toward creating a viable Palestinian state. According to the New York Times’ Thomas L. Friedman, Israel was giving the Palestinians an opportunity to “build a decent mini-state there—a Dubai on the Mediterranean,” and if they did so, it would “fundamentally reshape the Israeli debate about whether the Palestinians can be handed most of the West Bank.” This is pure fiction. Even before Hamas came to power, the Israelis intended to create an open-air prison for the Palestinians in Gaza and inflict great pain on them until they complied with Israel’s wishes. Dov Weisglass, Ariel Sharon’s closest adviser at the time, candidly stated that the disengagement from Gaza was aimed at halting the peace process, not encouraging it. He described the disengagement as “formaldehyde that’s necessary so that there will not be a political process with the Palestinians.” Moreover, he emphasized that the withdrawal “places the Palestinians under tremendous pressure. It forces them into a corner where they hate to be.” Arnon Soffer, a prominent Israeli demographer who also advised Sharon, elaborated on what that pressure would look like. “When 2.5 million people live in a closed-off Gaza, it’s going to be a human catastrophe. Those people will become even bigger animals than they are today, with the aid of an insane fundamentalist Islam. The pressure at the border will be awful. It’s going to be a terrible war. So, if we want to remain alive, we will have to kill and kill and kill. All day, every day.” In January 2006, five months after the Israelis pulled their settlers out of Gaza, Hamas won a decisive victory over Fatah in the Palestinian legislative elections. This meant trouble for Israel’s strategy because Hamas was democratically elected, well organized, not corrupt like Fatah, and unwilling to accept Israel’s existence. Israel responded by ratcheting up economic pressure on the Palestinians, but it did not work. In fact, the situation took another turn for the worse in March 2007, when Fatah and Hamas came together to form a national unity government. Hamas’s stature and political power were growing, and Israel’s divide-and-conquer strategy was unraveling. To make matters worse, the national unity government began pushing for a long-term ceasefire. The Palestinians would end all missile attacks on Israel if the Israelis would stop arresting and assassinating Palestinians and end their economic stranglehold, opening the border crossings into Gaza. Mental health disorders are one of the largest - and least acknowledged - health problems threatening the besieged children in Gaza. Fear, anorexia, insomnia, attention deficit hyperactivity disorder (ADHD), night terror, parasomnias, nocturia (night-time urination) and pavor nocturnes are among the many psychological effects the 18-month Israeli blockade has had on the children of Gaza. The Gaza Community Mental Health Program (GCMHP) has been tasked with treating the children in Gaza in line with a project launched in April 1990 by Dr. Eyad El Sarraj, the only psychiatrist who worked in the Gaza Strip at the time. Around 50 percent of the children in Gaza are in need of mental health interventions, yet mental health services are among the most under-resourced areas of health provision [in the territory], Dr. El Sarraj has told Fars News Agency in a recent interview. The program aims to provide basic counseling for people suffering from emotional trauma. The lack of proper facilities prevents the Palestinians from coming to our office for check-ups. They tell us their problems over the phone, El Sarraj noted. Gaza has long been a symbol of Palestinian resistance against Israel for understandable reasons. El Sarraj, however, has described the provision of mental health as an ultimate war front against the Israeli occupation. The UN Children's Fund has announced that the children are the main victims of the Israeli offensive into Gaza. Each day more children are being hurt, their small bodies wounded, their young lives shattered. This is tragic. This is unacceptable, said UNICEF executive director Ann Veneman in a statement. The UN special rapporteur on the Palestinian territories Richard Falk has also touched on the issue of the ongoing blockade Israel has imposed on Gaza. A recent study reports that 46 percent of all Gazan children suffer from acute anemia. There are reports that the sonic booms associated with Israeli overflights have caused widespread deafness, especially among children. Gazan children need thousands of hearing aids. Malnutrition is extremely high in a number of different dimensions and affects 75 percent of Gazans. There are widespread mental disorders, especially among young people without the will to live. Over 50 percent of Gazan children under the age of 12 have been found to have no will to live, says Falk. More than 1,300 Palestinians have been killed, over 400 of whom are children, in the Gaza war, which began on December 27. Nearly 6,000 Gazans have been injured. In a piece last year dealing with some of the issues or challenges faced by ‘religious philanthropy’, Philanthropy Magazine noted the scope of Jewish giving: Two studies, both conducted in recent years but with different methodologies, show that Jewish philanthropists contribute the overwhelming majority of their dollars to universal, rather than Jewish, organizations and causes. In 1998, professor Jack Wertheimer studied the 232 foundations in America that self-identified as giving at least $200,000 to Jewish causes. He found that even these foundations gave nearly two-thirds of their annual funding, $487 million, to non-sectarian causes. Similarly, a 2003 report by Dr. Gary Tobin and colleagues at the Institute for Jewish and Community Research examined the 865 philanthropic gifts of $10 million or more made by all American donors between 1995 and 2000. While nearly 25 percent (188 gifts totaling $5.3 billion) were made by Jews, the Jewish mega-givers made fewer than 10 percent of their gifts to Jewish or Israeli organizations. While these two studies do not represent the full panoply of Jewish giving, most of which is by individuals giving much less than $10 million, it seems likely that the data capture the overall thrust of giving by Jews. In Australia, Australian Jews have also been at the forefront of charitable giving. Organisations such as the Pratt Foundation, Smorgan Family Foundation, Besen Family Foundation, and others, have contributed millions to health, education and social welfare issues in this country. It takes only a casual walk through any of our major hospitals or universities to see that the contribution of Australian Jewry has been profound: the life of all Australians has been enriched by the presence of Jews in Australia. This is, of course, to say nothing of the equally profound intellectual contribution that Australian Jews have made to academia. On a shelf in our kitchen, there was a tin box for the Jewish National Fund, into which we put coins to help the pioneers building a Jewish presence in Palestine. I first went to Israel in 1961 and I have been there since more times than I can count. I had family in Israel and have friends in Israel. One of them fought in the wars of 1956, 1967 and 1973 and was wounded in two of them. The tie clip that I am wearing is made from a campaign decoration awarded to him, which he presented to me. I have known most of the Prime Ministers of Israel, starting with the founding Prime Minister David Ben-Gurion. Golda Meir was my friend, as was Yigal Allon, Deputy Prime Minister, who, as a general, won the Negev for Israel in the 1948 war of independence. My parents came to Britain as refugees from Poland. Most of their families were subsequently murdered by the Nazis in the holocaust. My grandmother was ill in bed when the Nazis came to her home town of Staszow. A German soldier shot her dead in her bed. My grandmother did not die to provide cover for Israeli soldiers murdering Palestinian grandmothers in Gaza. The current Israeli government ruthlessly and cynically exploits the continuing guilt among Gentiles over the slaughter of Jews in the holocaust as justification for their murder of Palestinians. The implication is that Jewish lives are precious, but the lives of Palestinians do not count. On Sky News a few days ago, the spokeswoman for the Israeli army, Major Leibovich, was asked about the Israeli killing of, at that time, 800 Palestinians-the total is now 1,000. She replied instantly that 500 of them were militants. That was the reply of a Nazi. I suppose that the Jews fighting for their lives in the Warsaw ghetto could have been dismissed as militants. The Israeli Foreign Minister Tzipi Livni asserts that her government will have no dealings with Hamas, because they are terrorists. Tzipi Livni's father was Eitan Livni, chief operations officer of the terrorist Irgun Zvai Leumi, who organized the blowing-up of the King David hotel in Jerusalem, in which 91 victims were killed, including four Jews. Israel was born out of Jewish terrorism. Jewish terrorists hanged two British sergeants and booby-trapped their corpses. Irgun, together with the terrorist Stern gang, massacred 254 Palestinians in 1948 in the village of Deir Yassin. Today, the present Israeli government indicates that they would be willing, in circumstances acceptable to them, to negotiate with the Palestinian President Abbas of Fatah. It is too late for that. They could have negotiated with Fatah's previous leader, Yasser Arafat, who was a friend of mine. Instead, they besieged him in a bunker in Ramallah, where I visited him. Because of the failings of Fatah since Arafat's death, Hamas won the Palestinian election in 2006. Hamas is a deeply nasty organization, but it was democratically elected, and it is the only game in town. The boycotting of Hamas, including by our government, has been a culpable error, from which dreadful consequences have followed. The great Israeli Foreign Minister Abba Eban, with whom I campaigned for peace on many platforms, said: You make peace by talking to your enemies. However many Palestinians the Israelis murder in Gaza, they cannot solve this existential problem by military means. Whenever and however the fighting ends, there will still be 1.5 million Palestinians in Gaza and 2.5 million more Palestinians on the West Bank. They are treated like dirt by the Israelis, with hundreds of road blocks and with the ghastly denizens of the illegal Jewish settlements harassing them as well. The time will come, not so long from now, when they will outnumber the Jewish population in Israel. It is time for our government to make clear to the Israeli government that their conduct and policies are unacceptable, and to impose a total arms ban on Israel. It is time for peace, but real peace, not the solution by conquest which is the Israelis' real goal but which it is impossible for them to achieve. They are not simply war criminals; they are fools. It was pathetic It's a wrap, a doddle, an Israeli ceasefire just in time for Barack Obama to have a squeaky-clean inauguration with all the world looking at the streets of Washington rather than the rubble of Gaza. Condi and Ms Livni thought their new arms-monitoring agreement – reached without a single Arab being involved – would work. Ban Ki-moon welcomed the unilateral truce. The great and the good gathered for a Sharm el-Sheikh summit. Only Hamas itself was not consulted. Which led, of course, to a few wrinkles in the plan. First, before declaring its own ceasefire, Hamas fired off more rockets at Israel, proving that Israel's primary war aim – to stop the missiles – had failed. Then Cairo shrugged off the deal because no one was going to set up electronic surveillance equipment on Egyptian soil. And not one European leader travelling to the region suggested the survivors might be helped if Israel, the EU and the US ended the food and fuel siege of Gaza. I think one of the reasons for popular support for this in the United States is that it resonates very well with American history. How did the United States get established? The themes are similar. There are many examples of this theme being played out throughout Israel's history, and the current situation is another case. They have a very clear program. Rational hawks like Ariel Sharon realized that it's crazy to keep 8,000 settlers using one-third of the land and much of the scarce supplies in Gaza, protected by a large part of the Israeli army while the rest of the society around them is just rotting. So it's best to take them out and send them to the West Bank. That's the place that they really care about and want. What was called a disengagement in September 2005 was actually a transfer. They were perfectly frank and open about it. In fact, they extended settlement building programs in the West Bank at the very same time that they were withdrawing a few thousand people from Gaza. So Gaza should be turned into a cage, a prison basically, with Israel attacking it at will, and meanwhile in the West Bank we'll take what we want. There was nothing secret about it. Ehud Olmert was in the United States in May 2006 a couple of months after the withdrawal. He simply announced to a joint session of Congress and to rousing applause, that the historic right of Jews to the entire land of Israel is beyond question. He announced what he called his convergence program, which is just a version of the traditional program; it goes back to the Allon plan of 1967. Israel would essentially annex valuable land and resources near the green line (the 1967 border). That land is now behind the wall that Israel built in the West Bank, which is an annexation wall. That means the arable land, the main water resources, the pleasant suburbs around Jerusalem and Tel Aviv, and the hills and so on. They'll take over the Jordan valley, which is about a third of the West Bank, where they've been settling since the late 60s. Then they'll drive a couple of super highways through the whole territory — there's one to the east of Jerusalem to the town of Ma'aleh Adumim which was built mostly in the 1990s, during the Oslo years. It was built essentially to bisect the West Bank and are two others up north that includes Ariel and Kedumim and other towns which pretty much bisect what's left. They'll set up check points and all sorts of means of harassment in the other areas and the population that's left will be essentially cantonized and unable to live a decent life and if they want to leave, great. The walls of the room were etched with the names of donors, few of whom were Muslims. And yet, he said, Muslims were the ones who used the space most often. There is much to admire of those individuals who are able to recognize the worth of the communities within which they live and are willing to lend their support in whatever way possible. If only Muslims would compete with the ‘yahood’ in this way. If we wish to compete then we have a lot of work to do. In a piece last year dealing with some of the issues or challenges faced by ‘religious philanthropy’, Philanthropy Magazine noted the scope of Jewish giving: Two studies, both conducted in recent years but with different methodologies, show that Jewish philanthropists contribute the overwhelming majority of their dollars to universal, rather than Jewish, organizations and causes. In 1998, professor Jack Wertheimer studied the 232 foundations in America that self-identified as giving at least $200,000 to Jewish causes. He found that even these foundations gave nearly two-thirds of their annual funding, $487 million, to non-sectarian causes. Similarly, a 2003 report by Dr. Gary Tobin and colleagues at the Institute for Jewish and Community Research examined the 865 philanthropic gifts of $10 million or more made by all American donors between 1995 and 2000. While nearly 25 percent (188 gifts totaling $5.3 billion) were made by Jews, the Jewish mega-givers made fewer than 10 percent of their gifts to Jewish or Israeli organizations. While these two studies do not represent the full panoply of Jewish giving, most of which is by individuals giving much less than $10 million, it seems likely that the data capture the overall thrust of giving by Jews. In Australia, Australian Jews have also been at the forefront of charitable giving. Organisations such as the Pratt Foundation, Smorgan Family Foundation, Besen Family Foundation, and others, have contributed millions to health, education and social welfare issues in this country. It takes only a casual walk through any of our major hospitals or universities to see that the contribution of Australian Jewry has been profound: the life of all Australians has been enriched by the presence of Jews in Australia. This is, of course, to say nothing of the equally profound intellectual contribution that Australian Jews have made to academia. The reasons for Jewish philanthropy are well outside the scope of this piece, but perhaps one of the reasons is that Jews recognised, after centuries of persecution, that one of the most important bulwarks that they have against a repeat of past atrocities is to become active and valued members of the society; members whose contribution and commitment are beyond question. When so much of the infrastructure in a country owes itself to the kindness of its Jewish minority, it would be difficult for some demagogue to make the case that Jews are a ‘threat’ that must be eliminated. Interestingly, the author of the article referenced above suggested that the traditional Jewish philanthropic focus on ‘universal causes’ may be to the detriment of issues specific to the Jewish community. As we noted earlier, only a small proportion of Jewish philanthropy currently flows to Jewish causes. Since nearly half of even this limited amount is sent abroad (much of it to Israel), the resources available for Jewish needs in America are minimal. If Jews today were more literate in their own traditions and more successful in transmitting Judaism to future generations, then the meagerness of charitable contributions for Jewish religious life, especially Jewish education, would not matter as much. Sadly, the needs dramatically exceed the available funding. Muslims — at least, Australian Muslims — don’t face such a dilemma.
