Question: 

What is the share that the Shaytaan has in people's wealth, as mentioned in the 
aayah (interpretation of the meaning): share with them wealth and children (by 
tempting them to earn money by illegal ways usury, or by committing illegal 
sexual intercourse),[al-Israa' 17:64]? 


Answer: 

Praise be to Allaah. 

The share that he has in their wealth is when they spend it in disobeying 
Allaah. This was the view of al-Hasan. And it was said that it is that which is 
acquired from sources which are not halaal. This was the view of Mujaahid. 

Ibn `Abbaas said: (it means) the things they used to forbid such as al-baheerah 
(a she-camel whose milk was spared for the idols and nobody was allowed to milk 
it), al-saa'ibah (a she-camel let loose for free pasture for their false gods, 
and nothing was allowed to be carried on it), al-waseelah (a she-camel set free 
for idols because it had given birth to a she-camel at its first delivery and 
then again gave birth to a she-camel at its second delivery) and al-haam (a 
stallion-camel freed freed from work for their idols after it had finished a 
number of copulations assigned for it). This was the view of Qutaadah. 
Al-Dahhaak said: (it means) what they used to sacrifice to their gods. 

It was narrated from Ibn `Abbaas and Mujaahid: this is what he (the Shaytaan) 
commands them to do of spending their wealth in disobeying Allaah. `Ataa' said: 
this means riba (usury, interest). Al-Hasan said: this means acquiring it 
(wealth) from evil sources and spending it in haraam ways. This was also the 
view of Qutaadah. Al-`Awfi said, narrating from Ibn `Abbaas (may Allaah be 
pleased with them both): with regard to his sharing in their wealth, this means 
that which he forbade them of their an'aam (livestock such as camels, cattle, 
etc.), i.e., the baheerah, saa'ibah, etc. This was also the view of al-Dahhaak 
and Qutaadah. 

Al-Tabari said: 

The view which is most likely to be correct is the view of those who said that 
what this meant was every kind of wealth which involved disobeying Allaah, 
whether it was spent on haraam things, earned from haraam sources, sacrificed 
to their gods, instituted as a saa'ibah or baheerah for the Shaytaan, or other 
ways by means of which it was spent in disobedience (towards Allaah). That is 
because Allaah said (interpretation of the meaning): share with them wealth. 
So every kind of wealth by means of which the Shaytaan is obeyed and Allaah is 
disobeyed, the one who does that has given Iblees a share in it; there is no 
reason why one specific meaning should be intended to the exclusion of others 
(i.e., the meaning is general). 

With regard to the Shaytaan sharing in food and drink _ to which his sharing in 
staying overnight in people's houses, which are also a form of wealth, is also 
added _ in the case of those who do not mention the name of Allaah, this is 
mentioned in the hadeeth of Jaabir ibn `Abd-Allaah, who said that he heard the 
Prophet (peace and blessings of Allaah be upon him) say: When a man enters his 
house and remembers Allaah [i.e., says Bismillaah] when he enters and when he 
eats, the Shaytaan says, `You have no place to stay and no dinner.' If he 
enters and does not remember Allaah when entering, the Shaytaan says, `You have 
found a place to stay.' If he does not remember Allaah when he eats, [the 
Shaytaan] says, `You have found a place to stay and dinner.'

It was narrated that Hudhayfah said: When we ate with the Prophet (peace and 
blessings of Allaah be upon him), we would not stretch forth our hands until 
the Messenger of Allaah (peace and blessings of Allaah be upon him) stretched 
forth his hand first. We were going to eat with him one time, when a young girl 
came rushing as if she were being pushed. She went to stretch forth her hand to 
the food, but the Messenger of Allaah (peace and blessings of Allaah be upon 
him) took hold of her hand. Then a Bedouin came rushing as if he were being 
pushed, and he took hold of his hand. Then the Messenger of Allaah (peace and 
blessings of Allaah be upon him) said: The Shaytaan regards food as 
permissible (for himself) if the name of Allaah is not mentioned over it. He 
brought this girl so that the food might become permissible for him through 
her, but I took her hand. Then he brought this Bedouin so that the food might 
become permissible for him through him, but I took his hand. By the One in 
Whose hand is my soul, his hand is in mine along with her hand. This was 
narrated by Muslim, 2017.

The correct view, which is that of the majority of scholars of the earlier and 
later generations, scholars of hadeeth, fiqh and kalaam, is that this hadeeth

Council
  March 24, 2007

  In the name of God, the Compassionate, the Merciful

Mr. President,

This is the fourth time in the last 12 months that in an unwarranted move, 
orchestrated by a few of its permanent members, the Security Council is being 
abused to take an unlawful, unnecessary and unjustifiable action against the 
peaceful nuclear program of the Islamic Republic of Iran which presents no 
threat to international peace and security and falls therefore outside the 
Council’s Charter-based mandate. 
  
  As we have stressed time and again, Iran’s nuclear program is completely 
peaceful. We have expressed our readiness, taken unprecedented steps and 
offered several serious proposals to address and allay any possible concern in 
this regard. Indeed, there has been no doubt for us from the very beginning, 
nor should there be any for the Council, that all these schemes of the 
co-sponsors of the Resolution are for narrow national considerations, and aimed 
at depriving the Iranian people of their inalienable rights, rather than 
emanating from any so-called proliferation concerns.
  
In order to give this scheme a semblance of international legitimacy, its 
initiators first manipulated the IAEA Board of Governor and- as they 
acknowledged themselves- “coerced” some of its members to vote against Iran in 
the Board, and then have taken advantage of their substantial economic and 
political power to pressure and manipulate the Security Council to adopt three 
unwarranted resolutions within 8 months. 

Undoubtedly, those resolutions cannot indicate universal acceptance, 
particularly when the heads of state of nearly two thirds of UN members, who 
belong to the Non-Aligned Movement and the OIC, supported Iran’s positions as 
recently as September 2006 and expressed concern about policies pursued inside 
the Security Council. These resolutions do not even reflect the views of the 
Council’s own 15 members, since most of them were not thoroughly informed 
about, let alone engaged in, the discussions held in secret meetings where only 
a few, among them non-members of the Council, decide for the whole Security 
Council.
Mr. President,

This is not the first time the Security Council is asking Iran to abandon its 
rights. When Saddam Hussein invaded Iran 27 years ago, this Council waited 7 
days so that Iraq could occupy 3 sq kilometers of Iranian territory. Then 
it unanimously adopted Security Council Resolution 479. That unanimously 
adopted resolution asked the two sides to stop the hostilities, without asking 
the aggressor to withdraw. That is, the Council -- then too -- effectively 
asked Iran to suspend the implementation of parts of its rights; at that time 
is its right to 3 sq kilometers of its territory. 

As expected, the aggressor dutifully COMPLIED. But imagine what would have 
happened if Iran had COMPLIED. We would still be begging the Council’s then 
sweetheart, President Saddam Hussein, to return our territory.
We did not accept to suspend our right to our territory. We resisted 8 years of 
carnage and use of chemical weapons coupled with pressure from this Council, 
and sanctions from its permanent members. 

In the course of the war, the United States joined the United Kingdom, Germany, 
France and the Soviet Union along with other Western countries in providing 
Saddam with military hardware and intelligence and even the material for 
chemical and biological weapons. The Security Council was prevented for several 
years and in spite of mounting evidence and UN reports, to deal with the use of 
chemical weapons by Iraq against Iranian civilians and military personnel. 

I am confident that today, most of the permanent members of this Council, do 
not even want to remember that travesty of justice, the Charter and 
international law, let alone blame Iran for non-compliance with SCR 479.

I am also confident that they do not want to remember that when the Iranian 
people nationalized their oil industry, they attempted to impose a resolution 
on this Council condemning Iran for threatening peace and security. But they 
cannot coerce the international public opinion to forget that and certainly the 
Iranian people will never forget it.

Who among you does not know – and rest assured that the international public 
opinion does know – that two permanent members of this Council, with full and 
prior knowledge of Zionist regime intention to commit aggression against 
Lebanon, prevented for over a month any decision in this Council, the

  Lahore, March 17: The MMA has resolved to strengthen national 
institutions saying that the country can not be left at the mercy of army 
generals. Media and lawyers are playing historical role for the supremacy and 
independence of judiciary in Pakistan.

  This was stated by the MMA president Qazi Hussain Ahmad and the 
alliance's secretary-general Maulana Fazl-ur-Rehman while addressing a press 
conference after meeting of the MMA Supreme Council in Islamabad on Saturday.

  Giving details about his meeting with the non-functional Chief Justice of 
Pakistan Chuadhry Iftikhar Mohammad Qazi Hussain Ahmad said the CJP is being 
treated like an imprisoned man. Police barricade on the road leading to his 
residence greatly encumbered us to reach his home. He is not allowed to move 
freely like a normal citizen of Pakistan. His residence was giving a sub-jail 
look in the presence of heavy police contingents.

  To a question about March 21 hearing of Supreme Judicial Council meeting 
Qazi Hussain Ahmad said we will chalk out joint strategy about the same after 
consulting other political parties. He clarified that MMA will take part in 
London APC of PML and stressed that venue of the meeting should not be change.

  Maulana Fazl-ur-Rehman condemned the state terrorism let loose against 
the peaceful protestors and media by the police on Friday. He termed it 
shameful attack on the freedom of press and sanctity of bench and bar. He said 
the MMA will continue to support the just cause of lawyers. We will continue 
to play our role for the protection of ideology of the country. He said the 
General Pervez Musharraf address at Pakistan speaks of the conspiracy against 
him. He had doubted his own fellows. The democratic forces of Pakistan will not 
the country on the mercy of uniformed rulers and despite all odds would 
continue to challenge his unconstitutional rule.

Desire means preference for things which conflict with the *Shari'ah*. The
highest degree of such desire is Kufr and shirk. The lowest degree is
diversion from perfect obedience. Straying from *Siraat-ul -Mustaqeem* (the
Straight Path) is common to all forms of *Tamaa'*.

*THE REMEDY*

The remedy for *Tamaa'* is *mujaahidah*-- to accustom oneself to oppose the
desires of the lowly nafs so that the carnal and material desires of the
lowly nafs are subordinated to the Pleasure of *Allah Ta'ala*.
*Mujaahidah*is to exercise restraint on the demands of the
*nafs *irrespective if such restraint is simple or difficult.

  We were informed by Iraqi fishermen after they had returned from sea that 
there were British gunboats in an area that is out of Iraqi control, Brig. 
Gen. Hakim Jassim told AP Television News in the southern city of Basra.
   
  We don't know why they were there, he said.
   
  The news agency Fars said navigational equipment on the seized British boats 
show that they (sailors) were aware that they were operating in Iranian waters 
and Iranian border guards fulfilled their responsibility.
  Iran: U.K. Troops Admit to Illegal EntryWith tensions running high, the 
United States has bolstered its naval forces in the Persian Gulf in a show of 
strength directed at Iran. U.S. officials have expressed concern that with so 
much military hardware in the Gulf, a small incident like Friday's could 
escalate into a dangerous confrontation.
  In his comments on the sailors, Afshar added a warning that the United States 
would not be able to control the consequences if it attacks Iran.

  In June 2004, six British marines and two sailors were seized by Iran in the

week that if Western countries treat us with threats and enforcement of 
coercion and violence, undoubtedly they must know that the Iranian nation and 
authorities will use all their capacities to strike enemies that attack.
  Iranian Foreign Ministry spokesman Mohammad Ali Hosseini accused the British 
of violating the sovereign boundaries of Iran, calling the entry a blatant 
aggression.
  He accused Britain of trying to cover up the incursion, saying it should 
refrain from putting the blame on others.
  The seizure of the Britons took place in an area where boundaries between 
Iraqi and Iranian waters have long been disputed. A 1975 treaty set the center 
of the Shatt al-Arab _ the 125-mile-long channel known in Iran as the Arvand 
River _ as the border.
  But Saddam Hussein canceled the 1975 treaty five years later and invaded 
Iran, triggering an eight-year war. Virtually all of Iraq's oil is exported 
through a terminal near the mouth of the channel.
  Britain's Defense Ministry said the Royal Navy personnel were in Iraqi 
territorial waters when they were seized. Cmdr. Kevin Aandahl of the U.S. 
Navy's Fifth Fleet in Bahrain also said it was very clear they were in Iraqi 
waters.
  We've been on operations there for several years, Aandahl said. He said 
coalition vessels respect the 1975 treaty.

US Secretary Of States Again In The Middle East
News Agencies have reported that US Secretary of State Condoleezza 
Rice arrived in the southern Egyptian town of Aswan  at the start of a Middle 
East tour to explore Arab and Israeli views on possible steps toward peace.

Just a few days before an Arab summit in the Saudi capital Riyadh, 
Rice meets four Arab foreign ministers friendly toward the United States, from 
Egypt, Jordan, Saudi Arabia and the United Arab Emirates. The summit will 
confirm an Arab peace initiative launched in 2002 and initially rejected by 
Israel because of its demand that Israel withdraw from all Arab land captured 
in 1967.

Israel and the United States have recently shown some interest in 
the Arab peace plan and Rice told reporters on Friday the Arab governments 
could help by adding active diplomacy to the initiative. She also suggested 
Arab governments take steps toward conciliation with Israel before an 
Israeli-Palestinian peace agreement is complete. Their peace plan offers normal 
relations with Israel after Israel and the Palestinians make peace.

The secretary-general of the Arab League, Amr Moussa, said on 
Saturday that Arab states have no intention of modifying their initiative to 
make it more palatable. After talks with the four Arab foreign ministers, known 
as the Arab Quartet, Rice will meet the intelligence chiefs of the four Arab 
countries, a State Department official said.

We have noted that Rice had been visiting the region off and on 
with no effective result. The basic reason for this is  asking always the Arabs 
and the Palestinians for more concession. The Arabs have made unparalleled 
concession and sacrifice; they have in principle given up their right over 78 
percent of Palestinian land to mainly immigrant Jews already and only want a 
state over the West Bank and Gaza which is about 22 percent of Palestinian land.

The US should stop asking the Palestinians to make more sacrifice 
and genuinely implement the UN resolution of complete withdrawal from the West 
Bank by Israel and other conditions of that resolution. The UN resolution was 
taken 40 years ago and it has not been implemented because of failure of Israel 
and US to implement it in right spirit .It is US which forced the UN to a 
provision that 1967 border would be suitably adjusted for the security of 
Israel. Here is the great problem created by the US and UN. No agreement is 
possible between the two parties on this; in the meantime Israel has made 
settlements all over West Bank and wants to keep them in the name of border 
adjustments and other alibis.

We feel that no solution is possible by negotiation between the two 
parties. The Un has to force Israel to leave West Bank within a definite 
time-frame and if necessary the UN should take a new resolution dropping the 
earlier provision regarding adjustment of borders for Israeli Security. 
Security is not a matter of border but genuine agreement to live in

translates the Arabic newspapers is quite what it seems

  For some time now, I have been receiving small gifts from a generous 
institute in the United States. The gifts are high-quality translations of 
articles from Arabic newspapers which the institute sends to me by email every 
few days, entirely free-of-charge. 
   
  The emails also go to politicians and academics, as well as to lots of other 
journalists. The stories they contain are usually interesting.  Whenever I 
get an email from the institute, several of my Guardian colleagues receive one 
too and regularly forward their copies to me - sometimes with a note suggesting 
that I might like to check out the story and write about it.  If the note 
happens to come from a more senior colleague, I'm left feeling that I really 
ought to write about it. One example last week was a couple of paragraphs 
translated by the institute, in which a former doctor in the Iraqi army claimed 
that Saddam Hussein had personally given orders to amputate the ears of

  The organisation that makes these translations and sends them out is the 
Middle East Media Research Institute (Memri), based in Washington but with 
recently-opened offices in London, Berlin and Jerusalem. 
   
  Its work is subsidised by US taxpayers because as an independent, 
non-partisan, non-profit organisation, it has tax-deductible status under 
American law.  Memri's purpose, according to its website, is to bridge the 
language gap between the west - where few speak Arabic - and the Middle East, 
by providing timely translations of Arabic, Farsi, and Hebrew media.  
Despite these high-minded statements, several things make me uneasy whenever 
I'm asked to look at a story circulated by Memri. First of all, it's a rather 
mysterious organisation. Its website does not give the names of any people to 
contact, not even an office address.   The reason for this secrecy, according 
to a former employee, is that they don't want suicide bombers walking through 
the door on Monday morning (Washington Times, June 20).  This strikes me 
as a somewhat over-the-top precaution for an institute that simply wants to 
break down east-west language barriers.  The second thing that
 makes me uneasy is that the stories selected by Memri for translation follow a 
familiar pattern: either they reflect badly on the character of Arabs or they 
in some way further the political agenda of Israel. I am not alone in this 
unease. Ibrahim Hooper of the Council on American-Islamic Relations told 
the Washington Times: Memri's intent is to find the worst possible quotes from 
the Muslim world and disseminate them as widely as possible.  Memri might, 
of course, argue that it is seeking to encourage moderation by highlighting the 
blatant examples of intolerance and extremism. But if so, one would expect it - 
for the sake of non-partisanship - t o publicise extremist articles in the 
Hebrew media too.  Although Memri claims that it does provide translations 
from Hebrew media, I can't recall receiving any.  Evidence from Memri's 
website also casts doubt on its non-partisan status. Besides supporting liberal 
democracy, civil society, and the free market,
 the institute also emphasises the continuing relevance of Zionism to the 
Jewish people and to the state of Israel.  That is what its website used 
to say, but the words about Zionism have now been deleted. The original page, 
however, can still be found in internet archives.  The reason for Memri's 
air of secrecy becomes clearer when we look at the people behind it. The 
co-founder and president of Memri, and the registered owner of its website, is 
an Israeli called Yigal Carmon.  Mr - or rather, Colonel - Carmon spent 22 
years in Israeli military intelligence and later served as counter-terrorism 
adviser to two Israeli prime ministers, Yitzhak Shamir and Yitzhak Rabin.  
Retrieving another now-deleted page from the archives of Memri's website also

*Allah Ta'ala* says:

*They display to people (their acts of Ibaadat).*

*Rasulullah* Sallallahu alayhi wasallam said:

*Most certainly, even a little riyaa is Shirk.*

*Riyaa* is the intention to enhance one's dignity in the eyes of the people
by means of acts of obedience to *Allah Ta'ala*. This attitude totally
defeats the purpose of *Ibaadat*. The purpose of *Ibaadat* is to gain the
Pleasure of *Allah Ta'ala*. Since show or display of *Ibaadat* involves
division of purpose, *riyaa *is termed *shirk-e-asghar* ((he lesser shirk).
By means of riyaa one splits the purpose of lbaadat by endeavouring to
attain both public acclaim as well as the Pleasure of *Allah Ta'ala*. In
this regard the Qur'aan Shareef says:

*He who hopes for the meeting with His Rabb should practise righteousness
and associate none with the Ibaadat of his Rabb.*

The Mufassireen have explained ... *and associate none with the Ibaadat of
his Rabb is to refrain from riyaa.*

Qadhi Thanaa-ullah explained this aayat in Tafseer-ul Mazhari as follows:

*He (the worshipper) does not exhibit his good acts nor does he seek reward
or praise for his virtuous deeds from anyone besides Allah Ta'ala.*

It is also mentioned in the Hadith Shareef that on the *Day of Qiyaamah*when
*Allah Ta'ala* will be compensating people for their deeds, the people of
riyaa will be commanded to proceed for reward to those for whom they had
intended the exhibition of their acts of Ibaadat. In a lengthy Hadith it is
said that on the *Day of Qiyaamah* three persons will be ushered into the
presence of *Allah Ta'ala*. These three will be an *Aalim*, a *generous
person *and a *Mujaahid* who had waged *jihaad*. These three will proffer
their respective acts of *Ibaadat* to *Allah Ta'ala* Who will say to them:

*You have rendered these deeds for riyaa and acclaim. You rendered these
acts so that people may say: 'You are a great Aalim, a generous person and a
great Mujaahid. 'You have already obtained what you had sought. People have
already praised you on earth. You have therefore no right here. Enter the
Fire.*

*Rasulullah* Sallallahu alayhi wasallam also said that a deed contaminated
by even an atom of riyaa is unacceptable to *Allah Ta'ala*. Heed this and
reflect! In view of the afore-going, never intend to display any act nor
intend to conceal it. Concern yourself with the act itself, intending
thereby only the Pleasure of *Allah Ta'ala*. Ignore all diversionary *w
aswasah* (stray thoughts and whisperings of the *nafs* and *shaitaan*) which
enter your mind. You may at times be assaulted by the thought that your act
is to obtain the acclaim of the people. Ignore this *waswasah* which in fact
is a ploy of shaitaan or the nafs engineered to side-track you from
executing the righteous act.

Prior to rendering a good deed, reflect and ascertain your motive. What is
your intention for doing the act? Is it to seek the Pleasure of *Allah
Ta'ala* or the pleasure of others? If you discern any of the contamination
in your *niyyat*, then purify your intention. Divest it of the contamination
and firmly resolve to render the deed for the Pleasure of *Allah Ta'ala*.

*THE REMEDY*

The cure for riyaa is the expulsion from the heart of the desire for fame
and name. *Riyaa* in fact is a branch of *hubb-e-jah* (love for name, fame
and glory). Execute your acts of lbaadat in solitude. This Ibaadat in
solitude refers to such *Ibaadat* which does not have to be performed in *
jama'at*. However, regarding congregational *Ibaadat* the elimination of *
hubb-e-jah* will be sufficient to combat *riyaa* in this avenue. Another
efficacious remedy regarding riyaa developing in an act of *Ibaadat* is to
render that specific act of *Ibaadat* in abundance. Within a short while the
*riyaa* will be dispelled and by force of habit the *Ibaadat* will become
sincere.

genocide of the Sudanese blacks by Sudanese Arabs.

First, the propaganda lies:

The actions of President Bashir can only be rationally explained by
the inference that he shared the specific intent to eliminate the
targeted group by reason of its ethnic identity.  Regardless of other
possible motives or collateral benefits that the regime might have
perceived, the policy of the regime, when stripped to its essentials
is chillingly clear  President Bashir supported attacks directed at
the civilian population on a widespread and systematic basis and the
evidence shows that his overarching policy was intended to eliminate
non-Arab population of Darfur in whole or in part.   The concerted use

Somali fighters call for volunteers 

The video given to Al Jazeera showed members of the Somali Liberation Front 
preparing to carry out attacks 

The Somali Liberation Front, an otherwise unknown group, have called on Arabs 
and Muslims to come to Somalia to fight Ethiopian troops. 

Speaking in a videotape aired by Al Jazeera on Wednesday, the group's spokesman 
also said that its fighters had begun a guerrilla campaign against the Somali 
government. 

We call on the Arab and Muslim countries to adhere to their responsibilities 
towards Somalis and to stand by their brethrens in their efforts to liberate 
their country, the Somali spokesman said, speaking halting Arabic with his 
face concealed. 

The short video also showed armed men making plans and training to carry out 
attacks. 

The group's self-proclaimed spokesman also said that the African Union should 
not send troops to support the Ethiopian military which has deployed in Somalia 
to support the countrys' weak interim government. 

We call on the African countries to refrain from sending troops to Somalia, as 
by doing this they legalize the Ethiopian occupation, harm the Somali issue and 
get themselves involved in a dispensable trouble, he said. 

Cargo plane 'shot down' 

Separately, the government of Belarus said that a privately-owned Belorussian 
cargo plane that crashed north of Mogadishu, the Somali capital, on Friday, had 
been shot down. 

The plane was shot down, Kseniya Perestoronina, a transport ministry 
spokeswoman said in Minsk, the Belorussian capital. 

She said that the large Ilyushin-76 aircraft, in Somalia to assist struggling 
African peacekeepers, was hit at a height of 150 metres and that all eleven 
passengers and crew had died in the crash. 

The statement appeared to confirm initial reports from both a local Somali 
radio station and an Islamist web site that a missile had hit the Russian-made 
aircraft just after takeoff from Mogadishu on Friday afternoon. 

However Mohamed Mahamud Guled, Somalia's interior minister, said that although 
investigations were continuing, the crash was due to a technical fault. 

The plane took off at around five o'clock and as soon as it reached 10,000 
feet altitude, the pilot reported an engine problem in engine number two and 
said he would turn back to the airport, he told a news conference in 
Mogadishu. 

The plane had brought a team to fix another Ilyushin lying damaged at Mogadishu 
airport after flying in peacekeepers. 

That plane caught fire on the runway in an incident the AU said was a technical 
fault, but Islamists said was a missile attack.

Somalia: Ethiopians warned to leave Somalia immediately

(SomaliNet) After having intensive meeting in the north of the Mogadishu, 
capital of Somalia, elders of Hawiye tribe, one of the four main tribes in 
Somalia, Sunday issued a communiqué over their position towards the best way to 
find solution for the crisis in the capital which has been stable for the 
second day. 

The Hawiye elders agreed on late today several articles including to fully 
comply with the ceasefire deal they signed with the Ethiopian military 
officials, as Abdi Imam Omar, among the elders told the reporters. 

The elders representing the Hawiye tribe said in their statements that they are 
suggesting the world community to provide support the ceasefire agreement and 
help it implemented and giving consideration to the human crisis in the capital 
that resulted from the latest clashes. 

They called on the Somali people in Mogadishu not to give respect to the 
government’s warning that residents desert the targeted places but remain in 
the city. 

The Ethiopian government should immediately pull its troops out of our country 
as it had already pledged to quit Somalia after the arrival of the African 
Union peacekeepers, the statement said. 

The elders said Puntland militia should be withdrawn from Mogadishu and brought 
back to their home until a national government is formed. 

The Hawiye chiefs agreed to release all the prisoners captured in the recent 
clashes in the capital saying what they called ‘the misled soldiers will be 
handed to their clans. 

They made it clear that Hawiye is ready to fully participate the coming 
national conference in the capital on 16 April after the implementation of the 
ceasefire and appealed the Hawiye people within the interim government to come 
before the elders to them into accountability for the responsibility they are

Two thousand years ago Roman soldiers united enormous territories from
Britain to Athens, from the Rhine to the Iberian peninsula, by the sword.
Europe has survived many destructive wars and the collapse of empires. It
overcame the dictatorship of tyrants and the horrors of Nazism, but at the
same time lived through the Renaissance and sowed the seeds of democracy. It
was Europe that formulated the noble ideas of humanism and the
Enlightenment, which formed the foundation of European civilisation.

As often happens, history made an astonishing turn — it was in Rome, the
Eternal City, where 50 years ago treaties were signed that laid the
foundation for a new association of European nations, based not on force or
coercion but on common aspirations and values.

The treaties of Rome were in many respects innovative and almost
revolutionary for their time. Many wounds of the second world war had still
not healed. But the signatory countries demonstrated the political will to
work out a joint strategy of cooperation and integration while overcoming
the burdens of the past.

The founding fathers of the pan-European movement dreamt about the
prosperity, peace and independence of the continent. They were right in
guessing the future, realising that security and wellbeing are indivisible.
The establishment of the European communities on March 25, 1957 had an
enormous influence in shaping contemporary Europe. European Union states
have been able to further the rights and freedoms of citizens and achieve
economic and social progress.

But it was only the end of the cold war that brought about real conditions
for the fulfilment of the fundamental European idea — the unification of
the continent. This was the peace dividend following the collapse of the
Berlin Wall. The Russian people's choice in the early 1990s did not merely
expand the space of freedom on the continent but actually determined the
path of further European integration.

In many respects this choice was defined by the history of Russia. In terms
of spirit and culture Russia is an integral part of European civilisation.
Our people made an invaluable contribution to its development.

The history of relations between Russia and Europe is one of mutual
influence and benefit. St Petersburg, my native city, became a magnificent
northern capital thanks to architects and artists from western Europe.
Symbolically, the people of the city withstood a 900-day blockade by fascist
troops in the second world war, heroically resisting a barbaric ideology
that was and is the very antithesis of everything European.

Russia has shared all the triumphs and tragedies of Europe. We have twice
played a decisive role in disrupting attempts to unite Europe by force, the
last time in the second world war. Today's European project, based on the
goodwill of Europeans, would have been infeasible without this.

Today, building a sovereign democratic state, we share the values and
principles of the vast majority of Europeans. Respect for international law,
rejection of force to settle international problems and preference for
strengthening common approaches in European and global politics are factors
that unite us. In our joint work within the United Nations, the G8 and other
forums, we always feel we share a common view of the world.

A stable, prosperous and united Europe is in our interests. European
integration is an integral part of the emerging multipolar world order. That
the EU is becoming an increasingly authoritative and influential centre of
world politics, considerably contributing to regional and global security,
is important.

The development of multifaceted ties with the EU is Russia's principled
choice. In the foreseeable future, for obvious reasons, we have no intention
of either joining the EU or establishing any form of institutional
association with it. Russia intends to build its relations with the EU on a
pragmatic basis with a treaty and a strategic partnership. In this regard I
agree with Romano Prodi's view of Russian-EU relations: Anything but
institutions.

We are prepared to develop this partnership to a maximum extent, expecting
of course that our partners will meet us halfway along this road.

The interests of Russia and the EU will not always coincide. Competition is
the reverse side of cooperation and an integral part of the process of
globalisation. At the same time, one should not see political intrigues
behind purely economic measures. One should not superimpose cold war
ideological labels on legal and quite understandable actions aimed at
protecting our national interests. Let me say again: we are ready to settle
differences through open dialogue and compromise, based on mutually agreed
rules.

has logically led us to the need for a new treaty on
