It seems like you're unable to show API documentation on readthedocs with 
Cython modules. In the FAQs, they suggest to mock the cython dependencies but 
doing that ends in a segfault of python for me locally.

Minimal API documentation on RTD is up: 
https://pyarrow.readthedocs.io/en/latest/

Yet only manually triggered, will have to make an infra ticket to get to hooked 
up automatically.

We already have a scaffold for this but are not pushing the built docs 
anywhere. [~wesmckinn] can you set the readthedocs up (as I'm not a committer)?
