It turns out that there is a way to get intervals longer than 100, but you have 
to write your SQL as "INTERVAL '100' YEAR(3)"
I find this rather odd, so my PR changes this behavior.

I see a test in IntervalTest.subTestIntervalYearNegative() that seems to imply 
that this behavior is by design:

f.wholeExpr("INTERVAL '100' YEAR")
.fails("Interval field value 100 exceeds precision of YEAR\\(2\\) 
field.*");
{code}

However, at least in Postgres this expression is legal. Why is this test 
expected to fail?

This happens because the SqlIntervalQualifier.checkLeadFieldInRange uses the 
typeSystem's default precision, which happens to be 2. But why use the default 
precision and not the max precision?
