I am not clear on what the Apache Jira policy is about "resolved" state. Isn't 
confusing that a ticket is set to Resolved but the fix is not yet merged in ?
It might be just me who is confused.  [~bhaisaab] can you clarify the policy 
about Resolved state in Jira ?

I tested the fix via 
test/integration/plugins/nuagevsp/test_nuage_vpc_internal_lb.py and verified 
that this fix is working.

Test Nuage VSP VPC Internal LB functionality by performing (wget) ... === 
TestName: test_05_nuage_internallb_traffic | Status : SUCCESS ===
ok
Above test_05 was failing before and is now passingso LGTM.

Thanks for sharing [~smeetsr], the debian9 systemvmtemplate uses systemd enabld 
scripts where password server is started from here:
https://github.com/apache/cloudstack/blob/master/systemvm/debian/opt/cloud/bin/cs/CsAddress.py#L569

Given the regression you've found, the fix should go in the above file to avoid 
starting password server when it's a non-router VM (rvr, dhcpsrvr, or router).

Caused by commit 57d3ffaef893e00bf751fa0a516fb210bf4b478c
which maked password service enabled all the time.

Proposed solution: 
* remove ENABLED=1 again
* add `enable_svc cloud-passwd-srvr 1` to setup_vpcrouter() in 
cloud-early-config
