The java.time.format.DateTimeFormatter class from Java 8 would seem to fulfil 
comparable  printing/ parsing requirements.

+1 for deprecating the bulk of the package. Given that Java 8 is required for 
commons-lang anyhow it would be good to steer people to the standard classes.

[~chonton]: Good Point! We should carefully select which portions can be 
dropped for 4.0 then. The truth is, that we're having a lot of problems with 
the time package. It is really hard to get this code right. At least that's my 
feeling :-)
