looks like JDBC mapping of the query aggregation is not doing it right.

service.timezone value is correctly parsed in eagle backend service, but its 
not correctly parsed on ui side and its limited to UTC and GMT values only 
because of the way of calculating timezone is via UTC offset logic.

so values like "America/Los_Angeles" works fine on the backend codebased but 
throws un-parsable error on UI because it expects only UTC and GMT values.

this values are important to consider daylight saving time.

latest Siddhi has lot of new feature that would be very useful for eagle to 
define new kinds of policies, specially in the area of absence, patterns and 
windows.

seems like there are also API changes, we may have to do lot of code change

https://github.com/wso2/siddhi , I am creating this task to take care of this 
important ( by feature list) and major siddhi upgrade.
