[FLINK-8792][REST] bad semantic of method name 
MessageQueryParameter.convertStringToValue

## What is the purpose of the change

*This pull request changed a method name to let it has a good semantic*

  - *changed method name from `convertStringToValue` to 
`convertValueToString`*
