I've attached {{auth-expiration-artifacts.tgz}} with the results of running 
this one test 100 times via {{{}repeatUpgradeTest{}}}. The file has the test 
report and the content of all of the working dirs.

I'm okay with not fixing this for 1.15.
But something is wrong. At most all waitForCurrentOperations will do is call 
forceNewMembershipVersion and waitForCurrentOperations on the closed advisor. 
But both of these methods will do nothing if the advisor is closed because the 
underlying operationMonitor was also closed.
So if the current code is correct then we should not even bother calling 
waitForCurrentOperations in this method since it is ALWAYS a noop. But I don't 
know if we actually need to call a functional waitForCurrentOperations here. If 
we do then the hangs you found would need to be addressed.

This failure occurs because the locator or server was stopped and then 
immediately restarted with the same ports. When Gfsh returns from stop locator 
or stop server, the stopped process is asynchronously stopping and may continue 
to hold those ports when the next start command for that process is issued. It 
then fails with an exit value of 1 instead of the expected value of 0.

Any test using GfshRule to stop and then immediately start a new process may 
fail in this way. The underlying exception in the locator or server log is a 
BindException because the port is still in use by the previous instance of that 
process which is still in the process of stopping.

The only way to close this gap is to have the test get the pid for the process 
being stopped and then await until the process identified by that pid no longer 
exists.

GEODE-10257: Upgrade tests can upgrade Java (#7686)

Currently, upgrade tests upgrade from an old version of Geode to the
current version, both running on the test JVM's version of Java.

This commit enhances most upgrade tests so that they also upgrade from
an old Java version to a newer one, both running the current version of
Geode.

The new `VmConfiguration` class represents a configuration for a Geode
JVM, specifying both the Java version and the Geode version.

The new `VmConfigurations` class offers two factory methods to produce
lists of candidate configurations:
- `VmConfigurations.upgrades()` produces a list of "upgrade"
  configurations useful for most upgrade tests. Each upgrade
  configuration specifies either and old version of Geode or an old
  version of Java, but not both.
- `VmConfigurations.all()` produces a list of upgrades plus a
  configuration representing the current version of Geode and the test
  JVM's version of Java.

`VmConfigurations` also includes factory methods to create predicates to
filter configurations.

to run into this issue? Also, when you say "retained between Geode instance 
runs", I think you mean server restarts. However, you prose that somehow our 
statics are causing this, but those of course don't persists between restarts.
