Reviewed it just now. Looks good to me.
Should probably change the functions {{insert(BitSetNode node, long procId)}} 
and others to {{insert(long procId, BitSetNode nodeHint)}} because the first 
argument isn't mandatory, instead it's a hint to avoid lookup into map 
repeatedly.

One thing worth mentioning, wal cleanup logic gets triggered on every wal sync, 
(WalProcedureStore#syncLoop), so the effort here is to make it quick.
One case here is, if a procedure gets stuck and was last synced a while back, 
we keep holding intermediate wals. Once the stuck procedure finishes, it'll 
take some time to cleanup wals since each wal will be sequentially processed as 
'holding' wall. This will delay the next sync a bit.
Just a heads up in case we see issues related to wal.

Lets commit. It is smarter tracking of the WAL files and a prerequisite for
