The GLOBAL_BYPASS case was (still is, to a lesser degree) treated differently than the other two. My hunch would be that it's not a bug WRT how users get/set quotas (somewhere, there's a condition which avoids calling this method if it's just a GlobalBypass), but I think the trivial fix is sufficient.
