Existing tests using {{HBaseRESTTestingUtility}} don't accomplish what you're
seeking here, [~sakthi]? We need some kind of integration test that works by
shelling out to {{bin/hbase rest start}} ?

But the parent issue hasn't yet been started/completed (No one has taken up the task yet). The motto was for us to continuously test our rest server by doing some simple cluster operations through the rest endpoint.
