The split of region is done using ZK. Now suppose just after the RS updated the status of the region split node to RS_SPLIT and before the master could respond master went down. Now the master comes up and he will expect the RIT to be populated from the servers map. But with this patch that servers map is not populated and the RIT is not populated and the master is not able to process the SPLIT node and the RS keeps saying master yet to process. This has to be reverted in all the 0.92+ branches i feel.
