It appears that table state querying has been broken (which, as I understand, is acceptable), but just creating an empty table for my test allowed my client to write then read successfully. Do away with the size accounting and eat one extra RPC instead that would return an empty results array. Use that as indication to go to the next region instead. Not ideal, because of the extra RPC, but it would work in 0.98 unchanged, and would relieve us from the result sizing. Also attached a test that indicates the problems (server has size limit of 1, client has Long.MAX_VALUE). That would fail without this patch, which is bad. In trunk we should fix with another attribute on the scan response.
