Release Note: HRegion.openReadOnlyFileSystemHRegion() provides the ability 
to open HRegion from a read-only hdfs snapshot.  Because hdfs snapshots are 
read-only, no cleanup happens when using this API.

Thanks [~anoop.hbase] and [~enis].  I took out the additional state and just 
made a helper method. Ensuring that when you initialize a hdfs snapshot region 
the replicaId is set such that you don't do any FS mutations.
