Entire MESOS-1384 (which is an epic) won't be ready for 0.21.0 - sub-tickets 
will be. We'll mark them accordingly - the isolator module should already have 
been marked.
We turned the original module ticket into an epic (which we/I shouldn't have 
done) - so we probably need to create a placeholder for the core module feature 
itself, so we can document the feature in the change log.

create the above list?

I think the last 3 are not complete and should instead be listed as blockers, 
if we absolutely need them for 0.21.0, that is. Do we *need* them?.
