As a part of this PR I'm fixing two warning messages on the Alerts UI that I
found inappropriate while I was manually testing the UI.
1.) Two warnings about "stale data state" was swapped
2.) A warning message about query response time was talking about the
"simplification" of the filter, however "optimization" is better cover the
actual thing. (A more simple query necessarily leads to better performance.)
