For tooltips using the \{{qtip}} plugin, the tooltip element is not always
removed from the DOM like it should be.
This particularly happens in a dialog containing a tooltip icon. When that icon
has been scrolled out of view, after closing the dialog, the tooltip that was
scrolled out of view remains in the DOM. And the tooltip icon that is still in
view will be cleaned up. See attached gif.

See attached gif. We never want to indicate what a sensitive value may be.
