Currently when you're editing a comment you can't scroll a page in contrast
with such software as Adobe Reader, MS Word, Apple iWork and others where you
can. 
I'd like to post a request for the alike behavior to be implemented in the
future versions of OOW (and, possibly, the rest of OOO apps).

Well, to me, it's a design flaw then. It's 2018, fluid, unconstrained movement
of UI elements. Filing enhancement request.

If you want to scroll on the document, go out from the comment.
