Always thank you, [~viirya]. However, it seems that it's time for us to
minimize this kind of outage. If we have a separate Jenkins job to check CRAN,
only that job will be affected and we can have a plenty of time to repair.

CRAN sysadmin replied they fixed it now. Looks good locally. Will trigger test
to verify.

* since we have NO_TESTS, we could remove --as-cran from this line
