I'm downgrading this from blocker since I'm not sure this is the correct approach, but feel free to keep it open if you want to do it. As part of 2.3.1 I have written a small script to help me prepare the release, and it half of the job. All that is left is automate building the image, and running the commands inside it. I'll send my script for review after 2.3.1 is out and I'm happy with it.
