I'm seeing almost the same problem in 1.4.1.When recovering from a 
checkpoint...

 StreamingContext.getOrCreate(Config.get("CheckpointDir"), 
createStreamingContext _)

The streaming tab is missing in the Spark UI menu (running on yarn in EMR).   
If I forcibly change the URL to /streaming, the screen is working fine, it's 
just not in the UI menu.

It's combination of actorStreams and StreamingContext.getOrCreate(). I've 
started to update the actorStream example from spark-examples, but it will take 
some more time to complete it. I'll post the code here.
