SparkSubmitSuite

"include an external JAR in SparkR"

fails consistently but the test before it, "correctly builds R packages 
included in a jar with --packages" passes.

the workaround is to build once with skipTests first, then everything passes.

ran into this while testing 2.3.3 RC2.
