This error message has two possible causes, one that has to do with using 1.7.0-alpha2 and one that doesn't. I described to you the latter. It addresses a 1.7 release, with repos created using svnadmin create. I did take the time to read that snippet before I submitted a ticket. You're probably running svn_fs_upgrade(/path/to/repos).
