It also properly documents the various Traffic Ops configuration files (to the best of my knowledge) to make their behavior explicit and clear. ## Which Traffic Control components are affected by this PR? - Documentation - Traffic Ops ## What is the best way to verify this PR? Mostly just build and read documentation.
