In a setup, where the same assets can have different URLs (e.g. query 
parameters, or two paths normalized to the same cache key), parent proxy can be 
suboptimal. This is TS-4020, and the solutions would be similar; Use the cache 
key (CacheInfo->md5) which is internally what we call LookupURL. LookupURL is 
that URL that plugins modify to change the cache key.
This has to be rolled out carefully as well, we're thinking something like
6.x - We add a new configuration, that lets you use the LookupURL for the 
hash (default off)
7.x - We change this new configuration to be enabled by default
8.x - We remove this configuration.
This Jira tracks the first step, we'll file subsequent Jira's for 7.x and 
8.x.

This is still important to us. We frequently use the cachekey plugin to 
modify query parameters, the hostname, etc. However, the parent choice is 
equally important. If we choose the 'wrong parent', the request goes to a 
parent that has not seen the request before, the effect is the same as an 
inconsistent cachekey.

Upon further review of this, #1520, and #1506, I think this is just a bug 
fix, in that there was already code in place to report the protocol stack in 
the VIA header. Therefore this is primarily an update to use `StringView` (and 
incidentally fix the #1506 bug).

I believe all of these issue have the same reason. the reproduct is easy. 
Run jtest and press Control + C, repeat until you see this assert.

I think, if we merge this pr, that means every handler should handle write 
event and read event. it may cause chaos!

Reverting may not be a good choice,but it really avoids this situation!

By the way! I approve oknet's opinion, he hope we could set a special 
handler to collect this error event .

@shukitchan, I've updated the documentation.

@SolidWallOfCode @shukitchan, What's the consensus on the max-age change & 
private change? For max age, @shukitchan is right, the age cannot exceed the 
default value I've set in this patch. However, the RFC seems to indicate it 
shouldn't be over 1 year for any reason.

For the private change, that might hit unsuspecting people, but I also 
think it makes a lot of sense.

I think the FreeBSD failure is because of me, but the Linux failure is 
because of clang-format. I'm going to move the clang-format "test" to a 
separate build job, which will make this a lot clearer.
