 My logs are showing the incorrect timezone offset for EDT (Eastern Daylight 
 time).  ATS logs are showing -0500 when it should be -0400.  Apache returns 
 the correct timezone.
 It looks like the problem is somewhere in the 
 LogUtils::timestamp_to_netscape_str function.
