His priority is the true DevOps experience - not just finding someone that has used the tools, but truly understanding it and having that mindset to streamline and automate the process without reworking it. He has strong Java/C++ developers already - he really needs someone who has the true DevOps who is a Java Developer. He will take someone with less than 7 years of Java development experience if we can find him someone that is a DevOps SME essentially. He will have his leads do the phone interview or F2F (if local) and will be ready to hire the next day if they are a good fit.
