As I understand you don’t want to normalize the format, but only change the font size at a relative level, that is, a certain number of points compared to the current different size of each document zone. To do this, select all the document (or the part you're interested in) and use the Enlarge Font or Shrink Font buttons, located in the Font group of the Home tab on the ribbon. There are keyboard shortcuts for this. I just saw the simplest way of all from another list member whose message I filed incorrectly and I can't find it. I'll tell you what I do in Word 2010 because it probably still works in 2013. Select the entire document with control-a. Bring up the font dialog with either control-shift-f or control-d. Tab until you hear a font size. Arrow up or down until you find the size you want.
