Yes, it has commands for num lock off. However, when jaws starts it has no commands that need the num lock in any status. and that is the point made for it being off. The state of the num lock by default of op is on. Jaws lets you change this within its settings center. To get there insert + F2, settings center. Then do a control + shift + D to load jaws default settings. Now either search for or go to keyboard, open and arrow down to initial state of num lock key on/off. It's your choice witch to use here. I am JAWS 12 with Windows 7 I presume the setting for this is within JAWS menus but have no idea where to find it. I did merge my settings with JAWS 11 but it did not resolve this particular problem. It is easier in JAWS12. From anywhere on the computer, press JAWSkey+6; then ctrl+shift+d for Default; type numlock in the search field that comes up; it is found, then press F6.
