Thanks.  Got it.  I usually use the virtual ribbons but, with virtual
ribbons turned on, I could not tab to the link to previous button to
unpress it.  I had to turn virtual ribbons off and then I could get to it.

You need to do the break for headers and footers separately. If you want
different header and footers for odd and even pages you should break the
connection for headers and footers of odd and even pages separatly also.
You should continue tabbing. May be I misleded you, it is not a link. Jaws
pronounces it as checkbox. It is found in the design tab, last in the
navigation section, fifth one in the tab order in the section. 
Or you can just press
alt+j+h+k. For me the hotkeys not seem to work consistently and often I 
alt+j+h+go
to check if they worked.

 and entered the ribbons.  I tabbed and arrowed around but I did not come
 across link to previous.  There was just header, footer, and page
 numbers.
 I went into each of these and still found no link to previous.  The
 strange thing is that I thought that I had already broken the link to
 the
 previous section but I can't find where I did it.  Can you provide more
 guideance?
