It doesn't matter, particularly on your recovery sector. Since that is your recovery sector, I woouldn't screw with it at all. Even on your system disk and file partitions, when that percentage is so low, even anything below `10 percent is irrelevant, in my opinion. I wouldn't worry too much about the recovery disk as it's not going to be used that much if at all. Your system drive (the C drive) is the one that should be kept defragmented.
