It doesn't matter, particularly on your recovery sector.  Since that is your 
recovery sector, I woouldn't screw with it at all.

Even on your system disk and file partitions, when that percentage is so low, 
even anything below `10 percent is irrelevant, in my opinion.

Further, if you have an SSD, you don't want to defreg those at all.

when using the windows disc defrag I can get my OS c back to 0 percent 
defragmented but when I arrow down to my recovery hard disc it usually is 4 
percent defragged sometimes higher.  when I defrag the disc it defrags very 
fast 
and I can never get it back to zero.  is there a way I can get the recovery 
disc 
down to zero or does it matter?

I wouldn't worry too much about the recovery disk as it's not going to 
be used that much if at all. Your system drive (the C drive) is the one 
that should be kept defragmented.
