IE8 hasn't been out all that long.  IE8 introduced phishing filters, 
in-private browsing, and probably some other things.  I know multi-tab 
browsing started with IE7.

I'm almost afraid to sing the praises of IE 9 right now, but just recently 
like yesterday upgraded from 8 and I am running win 7, I've really noticed 
some good improvements, speed being one of them.
I will also say, IE 9 took my settings from 8 and incorporated them.
Another thing too, Jaws 13 seems to be responding better with IE 9 
especially when it came to the sound for the edit box's.
I was experiencing some studdering with jaws when it encountered this in IE 
8.

Well, now that I've said this, let's hope it doesn't revert back, I'm 
knocking on my wooden head just in case,lol

again after a minute.  If you have a router connected to the modem, you have
to disconnect the router's power as well, then plug the modem power back in
before you plug the router back in.

If you need more ideas on troubleshooting slowness issues, you can write me
off-list and I can give you some other suggestions.  That part of your
problem I'm afraid would stray outside of Dave and Rick's guidelines on this
list.
