hello; one thing you can do is, make sure the outlook window is maximized. windows-key+up-arrow will maximize the screen. I'm running windows 10, office 2016, not experiencing that behavior. I have noticed this problem as well, especially recently. As a result, I have gotten into the habit of using control home whenever reading an e-mail, but it is still anoying to have to go through this extra step.
