This problem appears to be triggered by any sidebar content that is tall enough, we're experiencing it without that many executors, but with the next executions widget taking up some vertical space. It is quite annoying, especially on failed logins where the user has to scroll up manually to see the error message.
The workaround by Christian Rasp helps, but I had to make sure it doesn't run too soon like so:

Due to our heavy session timeout restrictions this is very annoying.

We have 30 jenkins slaves, so it scrolls you to the bottom of the last slave, so the login UI is not visible.
